Rheinland Liberty trade Embargo?

I was fliyng through Bering earlier and someone told me that there was a trade embargo between Liberty and Rheinland.

Firstly, is it true?
And secondly if there is could somebody point out the topic so that I and unaware traders can be filled in.

I take passengers from Manhattan, New York to Planet New Berlin, New Berlin. There were 2 Rheinland police(players) there. They didn't warn about anything.

EDIT: TheDragon, embargo excludes human cargo (VIPS, passengers), and it's enforced by liberty as a punishment to Rheinland combat ships intrussion into Liberty territories.

The Embargo also includes, though not stated there, that no Rheinland Ship, be it a Behemoth, Humpback, Banshee, Loki, Wrath, and Rheinland caps are allowed in Liberty.

Only "Live" cargo(VIPs or Passengers) are permitted to be traded.

I would suggest a more through reading of the Embargo. http://discoverygc.com/forums/showthread.php?tid=32168

You will find that NO Rheinland Military ships (Battleships, Cruisers, Gunboats, and/or Fighters are allowed in Liberty. Rheinland cargo ship or freighters are allowed as long as they are hauling items not listed in the Embargo. At this time only ships transporting humans not considered Contraban under the Law will be allowed to circulate between both nations.

There is a trade-embargo between Rheinland and Liberty due to rising tensions between us regarding several Nomadic Experiments...

Any NON-Human Cargo is in violation of this.

Human Cargo includes but may not be limited to: VIPs, Passengers, Spaceship crew... And Pilots (Liberty Rogue Pilots etc etc)
Keep in mind that possession of unlawful pilots is not contraband, and any and all who try to seize them from you for that reason will be dealt with for investigation of corruption.
However carrying Lawful Pilots, Military, or Police will be confiscated. And if we feel they are in wrong hands, Bounty Hunter Pilots too.

While Slaves are not a violation of the embargo, they are in violation of Sirius Laws and are contraband. Carry them and youll be shot.

Incorrect, the reason behind the embargo was already posted. " it's enforced by liberty as a punishment to Rheinland combat ships intrusion into Liberty territories."
