discovery is about, discovering, you choose a new character, it should be that that pilot has to find new places and trade routes and find friends/enemies to fly with/avoid, all in RP
what your thinking about is a quick easy way out of doing that, before there were easy restarts, players had to "rep" a ship, to be honest i think it should go back to doing that, it made the player work hard to make his character, it shouldnt be easy to do that

While it is possible. I don't think many admins want to spend several days moving your ship to every single station, planet, dockable BS, mother's sink that can be found in both Sirius and Gallia then have you log on, do one little form of interaction then log off so it can be moved again. It's freaking tedious enough that it would require hiring a staff for both sides.
I agree with the whole discovering thing, as a new Char inRP only should know what the faction knows - and that's more or less already reflected in the restarts. If I for example restart as Samura, I got an other knowledge of the map as, for example a GMG char.
On the other hand I don't really think the restarts are a problem. They allow you to build characters that are, inRP, already part of the faction. I mean, how much sense would it make for a Captain of the BAF, to just shoot lots of mollys, just to get access to the rank he already is in, just because the got promoted and is now allowed to fly a bomber?
There are a few gaps in the restart maps, I'll concede. Like Planet Denver not being mapped, and the entirety of the Koeln system (isn't even mapped on an ALG restart). Probably some other objects that should be mapped but aren't.
But otherwise, restarts are intended to give you the basics, not a full map. Paying the admins ingame credits? What for? They can make their own at the push of a button.
You say you're not being lazy, but you are. Fill your nav map by flying like the rest of us do.
I got what the OP is after, but, let's be honest, the answer is Freelancer Companion. Yes, I get it, it doesn't populate the map for you, but, unless you are looking for jump holes that are not on the ecliptic, it shows you where everything is.
The only real failing of this application in relation to the conversation is making trade routes, and you can do that yourself with the research. I do this all the time for impromptu cargo determinations when I need to go from point A (not normal location) to end point X.

I don't know what I would do with 100+ ships, I have a hard time remembering where my 12 are. I can't play for long periods of time. Work and just active , but I enjoy the game
