I am the boss of a business called the Sirius Postal Service, a company that specializes in delivering whatever Sirians need delivering. From small packages to large shipments, we're the people that get it delivered where it needs to go on time and in one piece. We operate all over Sirius and work with a lot of groups to get what they need moved to where they need it moved.
I'm telling you this because we've noticed a little something about the Cardamine trade that you lot pull off. Ever since that shipyard of yours, Valletta or whatever it is, stopped importing Premium Scrap at a high rate, the Junkers and Freelancers of Sirius have stopped bringing your top export, Cardamine, back to Liberty and the other houses.
Now, we reckon that we could help you out here. We know that your lucrative business is profitable while others have forgotten, and we want in. The lack of Cardamine traffic has us interested in delivering and distributing it for you, though this could prove difficult as we're funded by Orbital Spa and Cruise and they probably wouldn't want us publicly dealing with Outcasts.
Therefore I propose that we be allowed to dock at the source of your production, Planet Malta, where nobody will see that we're getting illegal substances from you. This makes it easier for us to continue using our guise of delivering this sort of thing and being the innocent postman.
Alternatively, we could arrange for a small installation to be built near your space so that we can conduct business and trade goods there. Either way, I feel like we can help each other out and make plenty of money out of this.

You'll forgive my skepticism if I'm not immediately convinced by a Orbital-backed company suddenly taking an interest in our routes. I've yet to see much good come from the OS&C that would truly be of use to the Nación. However, seeing as my research has yielded that your group is run by a mostly independent ruling body, I am willing to give you the benefit of the doubt.
Before I begin, allow me this: your perception of our decreased trade into Liberty is a flawed one. Our transports, and those of our smugglers are still coming and going, you're just less likely to see them now due to the hightened hostile presences along the routes with the recent upheaval in Liberty and the Taus. Furthermore the decision to spike up the buying rate on Valetta was one made prior to the Cross's induction to the Nación's spacefaring entities, and in order to compete, we needed to match the going rate for salvageable parts. At present however, Valetta is stuffed to the brim -- hence the price changes.
The Cardamine trade routes are an integral part of the Nación de Malta; They are the lifeblood of the Maltese "Empire" if you will. Without them, Malta falls on hard times, and many, many people within Libertonian house space and beyond would begin succumbing to severe withdrawals. The scope of just how many people would be affected by this is far beyond what you "civilians" anticipate. I tell you this, because I want you to understand just how integral these routes are to the well being of Sirius.
If this is still a business venture you wish to pursue, then we can actually get down to business;
I cannot in all good conscience permit access of such an entity as an OS&C-fronted group entry within the Nación's borders, much less allow them permission to land or moor near the most Holy Malta. Too many would seek to exploit such a flagrant security risk and cause harm to the beating heart of the Orange Dream, and I will not be the one to betray my people in such a way. So until I can be more sure that the people you've hired are trustworthy, that much is out of the question.
That does not mean however that we cannot engage in a business arrangement; I'm not so far gone as to turn down a shipper. Your proposal of a mid-way drop-off depot is an interesting one. It would also help with your people's plausible deniability in this situation given that under preferred circumstances, our ships would never meet.
I will bring this issue to the Council, we should have an answer for you by the time you've responded. Until then:

Apologies for the delay in my reply, we have been dealing with issues arising from Orbital Spa and Cruise's leadership changes on the board.
That seems all sorted now, so I'm confident that we have the time and resources to spare to help you guys out, getting your Cardamine exported and such. In regards to you not allowing us to dock on your home bases, that's fair enough as we feel like the mid-way drop off point is a better idea. Giving not only our transports docking access but anyone that is interested in purchasing Cardamine would be beneficial for both of us. This base however needs to be in a good spot, and you understand the Tau systems better than we do. I propose that we build a base in one of the Tau systems where your ships regularly patrol, but can be found by Freelancers and such that are looking to make some quick smuggling money into the houses.
We'll build, crew, and look after the base, hopefully you can help us maintain it. Just tell us where to put it, then you can start loading it up with the good stuff.

We will expect full respects paid to the property of the Maltese Nacion while it is in your posession. Should we catch wind of otherwise, you can expect to be minus a few -hundred- employees.
If this is truly an arrangement you can agree to, then I advise somewhere in Tau-29. Possibly on a relatively long orbital period, away from any prying eyes. Proximity to the Tau-23 wormhole anomaly is also advised, so as to help the supply line of the Orange Dream.
Furthermore, I advise you keep the base relatively quiet, but also in-line with the lawful-side of the system so as to avoid as many problems as possible. Tell only your pilots the coordinates, and which cargo pods to grab. What they're hauling isn't important for them to know. I don't expect to see a Libertonian news report about a drug bust of a transport moving into their space. Capisce?
You've made a wise choice amico. The dealers in Liberty have their pockets lined better than a good portion of most of Manhattan's upper class. Provided nothing goes wrong, everyone benefits here.
Let us know when you've got the installation up and running, I'll order the transports and get the lines moving.

We'll get our base building assets, the SPS)-Warragul and the SPS)-Charity's.Irony should be moving to the area to start preparing a location, and I personally will be aboard the SPS)-Zealous.Champion to oversee the operation. We'll also be transferring 200 temporary station crew from our own station to get things all set up until a permanent crew can be found.
Once we have things operational, we'll let you know where we put our drop-off point and you can start filling it up with the good stuff.

For this to work, your installation needs to:
A: not be suffering system failures due to prolonged unprotected exposure to the Star's rays
B: Actually be allowing of their vessels.
The Bloodrose Syndicate is their order's name, their vessels are prefixed with a Rose-shaped callsign [ (@) ]. Make sure your traffic control officers know to let them moor.
