Beyond the core house systems and select systems for all nations and factions within Lore, I was thinking about a way to make territories wax and wane based on activities in game.
How it would theoretically work.
Each entity will have a value; Player, Planet, Base, and anything else that claims a faction name.
Say an AI base has a value of 15. Make it a junker base. So the junker base is worth 15 players with Junker ID's. So it would require more than 15 ZOI points to chance the ZOI influence of that area.
What Happens when ZOI change.
The major thing that changes will be NPC's. Let's say Rogues decide they wanna crash the Junker party and roll up with 21 ships. The junker NPC's when destroyed or move out of range and are replaced with Rogue NPC's.
Minor changes would be a notification, like what we see when we move in and out of regions of system maps. "Now leaving debris field, under X faction control." "Entering Rogue territory."
In Battle;
When fighting over empty space, ie just fighting, it can give a show on who is winning the battle. 20 vs 20 the field is neutral, but as the battle progresses and a side loses more ships than the other then that notification will appear. Again, if NPC's present the change will be in favor of the higher number of ID's.
Taking over Bases?
Planets would probably be impossible since... the number that is required to take it over would be million times more than the server pop on a full day.
Smaller bases, could have a docking right change. Again, would require a sizable force to overrule the present ZOI.
How long does the ZOI change last?
Till the next wave of the fleets exceeding the current ZOI holder.
Anything else?
Possible trading perks, mining perks, and equipment perks. If a faction decides to take over Alberta for mining operation it would allow them to have better drops than opposing ID's. Say DSE has 5 ships, enough to take the minefield region, and the normal NPC ZOI drop rate is 1/ms, all DSE ID's will get 4/ms drop rate.
Also would be nice to generate some credits for owning regions, yes free unearned credits, flowing into respective ship ID's within the system. Think of it as crowd funding, and not too much credits, but enough to notice that you're in friendly ZOI and you're profiting from the boost in economic standing.
So, basically this idea would turn into "gather all your Skype friends and go take over any base you want, no matter how ridiculous it may be RP-wise. Example: a bunch of HF players decide to go take over Pueblo Station just for luls.
Ideas such as this will never work on the Disco server. The population is way too small and grouped very unevenly between factions. As Laddie said, it would become who can gather the largest random group of friends at 2am who conquer all of Sirius for the Gaians
The idea is actually nice and would work, but I'm afraid not here. Those types of "mechanics" are common in MMO's with larger player bases and universes such as EVE Online, and they work quite well there. But games like EVE as they are, have the capacity to implement such mechanics.
A capacity that unfortunately disco does not have.
Yes, having too much of one ID entity, Junkers, would prove to be a dangerous thought. And exactly why those who oppose a Junker rule should repel them. Core House systems would be a lower chance of ZOI chances, and would be harder to capture the entire system oppose to a system like Kepler.
Why not grab all your skype buddies? We need a steady stream of activity. I see nothing wrong of 20 Kishiro ships mining and trading, and 20 Congress spying, 20 LN fighting 35 LR for regaining control over a jumpgate, and 20 DSE taking over Alberta mining, and 20 RM claiming ground from RHA, and 5 Royal Frenches trying to take back whatever they own...in Sirius from the 20 BAF remaining.

Don't want one faction to control regions? Find a way to go to war or convince another entity of power to suppress them. In RP of course. The likely hood of real chances are slim, how many people who are indies, besides LNS, come through any given system substantial numbers to chance ZOI? It's intended for organized factions to impose their powers in respective regions according to RP and ZOI. It's intended to make warring more than just a spinning your tires. Even in RP it's a waste of time, nothing changes no matter how hard you fight or RP. We're allowed to dream.
And I was told every time when Disco cannot do something, most of what I've ever suggestion has happened. "It can't happen" is a weak argument imo.
In Disco, bases are much too important to be just "given away". A whole system's or region's gameplay balancing often depends on a single station. So do selling points for equipment that e.g. lawfuls cannot dock to all of a sudden after a takeover. Many factions also do not have more than a few bases, so it would be extremely easy to wipe small entities out if you have a determined wrecking crew. Moreover, every base in Disco is filled with history, stories, lore. Updating that to every owner change wouldn't happen - and let's not even speak the large percentage of these takeover would make little or no sense in roleplay.

In a world in which planets are there to be captured, that's perfect.
In a world in which everything is defined and filled with rp, it's impossible and also imo not something we should wish for.
It could work but instead of ZOI how about we make it bases instead. This would need some balancing.
Example:
Core and Order in Zeta.
Have a Base in the middle of Zeta, that can be conquered. Now only that base can have its affiliation changed. It will spawn NPCs based on that affiliation. For further incentive, that base sells a commodity which fetches a good price in O-Mu and Rho respectively.
It gives a chance for factions to conquer, while not entirely leaving the losing side at a disadvantage.
