I would like to know how to go about getting a POB, how much it costs, the restrictions of where you can put it, do with it. etc.
Also i have found that everytime i try to go mining nothing ever works. I have tried several different ships and nothing ever enters cargo hold or is available for jettison in the marked mining areas from the Wiki.
For the mining, you can't mine with every ID. You can either mine with a Miner ID or you can use the Indie IDs of mining corporations, they have a bonus in certain fields.

While a tad bit outdated, this thread will help you with PoBs. Do note that a recent rule change was made by the admins about PoBs in mining fields and them not being able to go above core 2.
This is the mining guide. It's a version behind, but it'll help you get the general idea of how mining works. For a quick version, you need a combination of ship, mining turrets, and ID to make mining profitable.
Honestly, I do not recommend POB building for a very new player.
There aren't any server rules limiting the location of a player base, except a recently introduced rule that they will not be upgraded beyond Core level 2 if within 15k of a mining field.
And since you must request Core upgrades, they may be denied if your base is otherwise in a problematic location such as right by a jump hole. Though it's very unlikely that a base in such a location would survive anyway.
Aside from the server rule, there are huge amounts of in roleplay rules, rules which you are not required to follow but will likely lead to your base's demise if you do not. Be sure to read the relevant section of this thread and find out who operates in the area, who might have an interest in helping or destroying your base. Prepare to contact lots of people in roleplay.
If you build a base in house space without gaining in roleplay permission from the house, it's pretty much guaranteed to die.
Also, a base is not really possible as a solo effort. You'll have to have other people available to help you, unless you're willing to put in huge amounts of time personally.
Which brings me to the next part: where your base is massively affects the effort required to keep it alive.
To put it in simple terms you'll need around two transport loads of mostly Reinforced Alloy every single day.
That means four trips, so it'll make a huge difference if the trip is one minute or ten.
Read up on the locations of materials you need here.
Especially Reinforced Alloys really should be as close as possible.
(note that while I believe the locations above are all correct, I know some of the amounts needed no longer are)
Finally, this thread has tons of helpful information on the subject.
tl;dr: I don't recommend building a base unless you really know what you're doing.
On the other subject: Do not use the wiki if you're looking for stats or numbers of any sort, it is hopelessly outdated.
Use this guide instead, it's also not 100% up to date but far more so than the wiki.
Explain exactly what ship, ID, IFF and equipment you're using in what location and I can tell you what the problem is.
