Esteemed leaders of the Commonwealth of House Liberty,
Following your recent announcement, and declaration as a sovereign state over the systems of Vespucci, Humboldt, Kansas, and Magellan, I would like to congratulate you on the formation of a government for your people. However, this is not the reason for my contacting you.
Over the years, the Armed Forces and Hellfire Legion, who I note are your military and perhaps policing forces from initial readings, have shared an at least neutral stance towards each other. I am happy to see that you recognise our struggle with Gallia, and that is a point I hoped you would discuss with me.
I'd like to start with our standings. The war has placed us in a difficult position, and at times we find ourselves lacking. In the past, the Hellfire Legion had respected our need for the forces and resources of the Republic of Liberty, and our wish that it did not bring us into the political struggles the Legion faced. I humbly ask, as friends, and perhaps allies, that once again our need for the Republic not sour our relations with the Commonwealth. I am not authorised to speak on behalf of Bretonia as a whole, but I am certain that we do not wish to take sides, and will do our utmost to remain neutral in the conflict between yourselves, the Commonwealth of House Liberty, and your opponents, the Republic of Liberty.
I also wished to get your feelings on something. You have claimed the system of Magellan in your declaration, and I appreciate the aid you may provide in securing the region. My question relates to the current standing, or previous if you prefer. Under the treaty of Curacao, which I appreciate you are not a part of, the Kingdom of Bretonia lays claim to the galactic west of the system. Our claim at this time is based mainly upon the war on Gallia, and how the system has on occasion become the front line of the fighting. Bretonia will likely seek to continue in it's work on the area. My question is how does the Commonwealth of House Liberty stand on this? Would you follow the standing guidelines, effectively taking the role of the Republic of Liberty in the agreement, or would you prefer something more wholesome, that perhaps could be presented to the Government of Bretonia, and by extension the Crown?
These are my initial questions and requests. I hope you may answer them in due course. I wish you the best of luck in your efforts for your people.

Please excuse the delay, this will not be the case in further discussions.
Indeed, we do consider the Gallic Royal Navy as an external threat. We have that in common. The Commonwealth of House Liberty is glad to receive your message. We would like to keep the neutrality between the Commonwealth of House Liberty / Hellfire Legion and the house Bretonia / Bretonian Armed Forces.
Your Armed Forces may freely enter Commonwealth space, with exception of Vespucci system. The Hellfire Legion will not attack any of your Armed Forces.
Though, this is an agreement dependent of both sides. Since Bretonia claims the galactic west of Cortez system, we would like to take the role of Republic of Liberty in the treaty of Curacao.
Of course, we should remain silent about this topic. The Commonwealth do not want to get Bretonia into political struggle with the Republic of Liberty.
I'm sure you have been busy with forming your government and organising your people. This is understandable.
I'm glad you see reason to accept our request, and I must make clear that I cannot, and will not, be suggesting any changes to the Treaty of Curacao. However, following the principles that have served our NAP in the past, Bretonian Armed Forces assets will not get involved in the Galactic East of Magellan, leaving that to be decided by the forces of the Commonwealth and Republic respectively.
I'm sure you understand this is a delicate position, and I am glad that you respect our wish to not be involved in the politics of House Liberty.
I must again stress that I am not speaking on behalf of Bretonia as a whole here, however I will do my best to ensure our relations remain neutral. There are much larger threats, as you are very much aware, that require our undivided attention at this time. Thank you for your time and understanding.
