On a patrol through Sigma-17 I noticed an unfamiliar figure amid the ruins of Freeport 7. It made me curious what exactly is there.
I looked around and it seems like a pretty empty shell currently... I'd advise you put up some good shield on that as soon as possible, otherwise things might get a little hectic for you. Other than that, it's interesting to see new neighbours.
However as an official representative of Wisp Innovations I have to ask what your plans with this station are and what exactly you're planning. Zoner station or not, we had some issues with "neutral" groups housing criminals and we would rather keep that out of Sigma-17.

We're not harboring any criminals (except any who decided to quit criminalizing and become Zoners), but we have no intention of doing the following:
Breaking Sirius Code.
Attempting to Breaking Sirius Code.
Conspiracy to break Sirius Code.
Littering.
Loitering.
Letting Nomads or Wild into our precious. They blew their chance around 20 years ago.
Smuggling anything frowned upon by the Corsair Empire, GMG, Maltese Nation, Kusari Republic, or the Federal Republic of Rheinland with ships belonging to our personnel.
Brass tacks time.
If you guys catch people running contraband, they probably bought it from the Cryer place down the road, or field, if you will.
We're going to be making the cool toys that only modular bases can make. If someone hauls in some... touchy materials, either for our project, or anything from out of town that the local legal authorities (or any sufficiently powerful corporation with local operations, like Samura) frown upon, they are tramp starships and not our people, and we cannot be held responsible for their actions.
Also, we here at Freeport VII hold the opinion that the place is out of the way enough for criminals to simply move over to either our buddies at Freeport 9 or those nice guys at Tayport. Why would they hole up with us when they have the "far enough away" of Theta and the "Trade Lane goodness" of Sigma-13? Also, the average crook tries to grab high-value stuff to sell to the local middlemen. We're a bunch of retired Marines trying to forget about our mass-deployment in Omicron-74, and would much rather have a paper trail of purchasing goodies to prove that we are NOT harboring pirates, which you just implied will call down more than a few problems along the lines of "shooting up a base for no other reason than it lets Group X in despite the fact that Group X would blow up the base if we didn't let them in".
And honestly, we're little more than a supply dump. A supply dump near a historical monument, but still a supply dump. And not even for anything remotely valuable in these parts, mostly Cryer products and Alien Organisms, because that's all that seems to come through here these parts.

It's good to see we are on the same page here.
However as far as the so-called "contraband" is concerned, the only thing we ourselves are not going to allow in Sigma-17 is Cardamine. Everything else is regulated by the Gas Miners Guild law, which, by the way, you should contact as soon as possible to ensure they don't have any issues with your installation.
Other than that, we welcome you in Sigma-17. We might even have some business opportunities for you.
