We mostly plan on being a waystation that cuts off a fair distance from a journey to either Atka or Kurile from the jumpgate. I note that factory modules are unregulated under your laws. The question is: Is everything not forbidden okay, or is everything not okay forbidden?
Your message has been received, and deemed quite intriguing. The Guild is very aware of the history of Freeport 7, particularly its unexpected destruction in 800 AS. Due to the passage of time, its planned reconstruction 22 years later is a project we find to be quite peculiar. There are, unfortunately, several issues with your plans.
Your party has not properly identified itself. An installation constructed and manned by unknown outsiders would run roughshod over the legacy of men and women who died for GMG's hard-earned independence.
The Guild lays claim to Kurile, but the planet is currently under the control of Samura Industries. Cargo heading to or from the Samura population of the planet is considered contraband, and your base's planned role would make it complicit in breaking Guild laws in Guild space.
We do not consider Sigma-17 to be in need of any bases other than the ones that already exist, particularly one that would be beyond GMG control and potentially act as a stop-off point for ships otherwise unwelcome in our territory. Additionally, freeports, as you suggest your base would be, are notorious hotbeds of unsavoury activity. While we empathise with the ideology behind them, we do not find the idea of one in our backyard to be a particularly appetising one.
It is for these reasons that I regret to inform you that permission to construct a base in Sigma-17 is denied. However, I do wish you the best of luck with any of your other endeavours, and hope you find fortune through other means.
