Fortunately, our organizations are now separate and we have the freedom to develop our own diplomacy. An attempt was made, however our contact has gone silent since last year. With the Blood Dragons becoming a greater threat within Kusari, I feel it is time for the Core to go more overt in it's approach.
The Core is willing to provide indirect support to Samura in the form of munitions, ships, equipment as well as research materials to help them combat the Blood Dragons. Whilst we can place operatives within Kusari, for now I am dubious whether the Kusari government would be as welcoming to see Core ships roaming around as the other houses are. Therefore we cannot provide direct support for the time being. Although we can try to hamper the operations of the Order, and prevent them becoming a further nuisance to Kusari too.
All I ask in return is for Samura to help improve the Cores political situation within Kusari. Our influence is currently lacking there, even though Kusari is of great concern to the Core and to see a Blood Dragon government rise would be destructive to us, to you, and to Sirius as a whole.

When we combine this with what is presented to us from some of our other business partners, specifically in regards to your reputation for ferocity and a lack of mercy, we do indeed wonder how your motivations will impact upon us and even Kusari.
There are assurances Samura Omotai Zaibatsu will be interested in before entering into any form of partnership with your organisation, but these can be discussed further into our conversations.
For now however I have presented an accurate account of first impressions and perhaps allowed yourself to continue further dialog with us with a better understanding of our position.

I shall take your explanation about past grievances at face value,and accept your apology, it pleases us if such instances were a thing of the past and we could indeed move forward towards a more amicable relationship.
Having never traveled to the edge worlds myself, I must admit that I am unaccustomed to how they may be, but I have heard stories from some of the Samura captains that do head out that way.
It must be hard living in an area either without laws, or even more concerning, a place where various entities enforce different laws that may or may not affect you depending on which vessel happens to be flying past at the time.
This does bring me to an excellent point, your organisation has I believe, a standing feud with the Hispanian organisation known as the Corsair Empire.
Samura Omotai Zaibatsu has a neutral relationship with this group of people and even count a form of business relationship with them, so the first assurance we would be after from you, is your word that any business dealings we may have with them, would be counted as none of your concern, and as such you would not attempt to destabilise any realtionship we may share with them and you would show us the respect to not apply any pressure towards us in regards to our standing with them.
The same as, if we are to do business with the Core, we would ignore any pressure applied by others to attempt to influence our relationship with you.
If this is not a problem, we may continue our discussions.

Living in the Omicrons can be hard, however it is not impossible. The experience strengthens my pilots, and gives us the adequate ability needed to defeat our enemies and protect those who cannot protect themselves. Whilst there is no law encompassing all of the Omicrons, the Core is making progress at implementing it's law within Omicron Delta. A drop in the ocean yes, but a stepping stone nonetheless. Although we have had our setbacks, we will continue to fight for a better day.
And during that progress, we have had our feuds with the Corsair Empire. The both of us have goals that often cause us to exchange gun fire even though funnily enough we have held NAPs with them in the past. With our recent progress in Delta however, we have been able to relax on the Corsair front and have been attacking them less. Our relations are still frosty though.
If you have business dealing with them, that is something we can put aside. It's not something I am happy with, but the positives for us outweigh the negatives. We will not attempt to destabilize your business relationship, unless it directly affects us massively in a way that would be detrimental to our organization. I highly doubt it will ever come to that though. In conclusion, we will ignore your ties with them for the sake of pursuing ties with our two organizations instead.
With that out the way, I hope we can begin to address the topic at hand: the Blood Dragons, the Order and Planet Tomioka.

I am Director Kaido Marahu, I will be taking over this matter in my fellow Directors Absence. Recent developments have pulled him away from this matter as I am sure you can understand. Much work to be done in light of the attempt by the Blood Dragons and other assorted business dealings.
I've read all of your transcripts between Samura and yourself, as well as being briefed on the situation so I am fully up to speed. I am glad you will not hold our continued off the books relations with the Corsairs continue. This is a prosperous relation for Samura and we wish to continue it for a long time to come.
As for your current proposition, Samura is interested in what you have to offer us. While what you have asked for in return for political favour within Kusari is worth the effort, understand that it is a difficult task to achieve considering their... alignments. It will not happen quickly, if at all. With so many contenders for the seat of power within Kusari, who knows if this current twisted regime will stand much longer.
Which brings me to a counter proposal. Your aid is most welcome in hampering potential supply lines and further reinforcements for the Baka Blood Dragons, We would also like to throw in the possibility of physical reinforcements into the system of Nagano, which is very lightly, if at all patrolled by Kusari Law Enforcement. Your operations would not be hindered there except by the Blood Dragons themselves.
Just something to consider. I am a businessman after all, negotiation is in my blood.

Mhm, we can certainly try to hamper their supply lines. As you may know they have deep ties with the Order and rely on a good deal of support for them. We can try to create pressure among those lines, in a bid to starve them of one source of supplies. Physical reinforcements in the system of Nagano are certainly a possibility, but firstly we would need to know a bit more about where we would be able to base these pilots. I cannot promise anything highly potent however. For now light snubcraft would be all we would be able to send to Nagano but that could perhaps increase in the future.
It would be preferred if patrols in the system could be conducted jointly with Samura security personnel - our priority would be to support your forces after all. Although our ships could also partake in reconnaissance. Until we are seen publicly together, I doubt the Blood Dragons will think we are cooperating.

We on the board considered your words carefully. We've determined that if you're able to get past all the Blood Dragon defenses you can base your ships on Tomoika, we still have facilities untouched. We will also ofcourse send what ships we are able to patrol with you in that space, when we are able.

I care not for the Blood Dragons opinion of us. They're scum and always have been. If they see our ships together, more reason to destroy and kill them. So worry not for our reputation or your own in that regard. If you publicly aid us against the Blood Dragons in such a way, the people of the Samura Keiretsu will see your kind as heroes not enemies.

We currently have a group of ships assigned to duties outside of Kusari space, known as Task Force Oni, currently based in Baffin. Due to aforementioned political issues the ships have refrained from operating within Kusari directly and have instead been operating within the Sigmas and the Taus.
However at your request a small expeditionary unit will be dispatched from this Task Force to make its way to the Nagano system via Tau-37. We can RV with your ships in space, before attempting to land on Planet Tomioka. If we meet any Dragon defences, we can answer them with gunfire.

I must first ask for your forgiveness regarding earlier business that took me away and forced my replacement by another member of Samura.
It is was a regrettable but unavoidable event and for that I apologise.
After catching up with your preceding communications, I am pleased to say that I am not up to speed with current the atmosphere of our present relations and have the blessings of our most honorable Torishimariyakkai to continue this meeting.
Regarding your offer of a expeditionary unit traveling to the Nagano system, ground based assets have been dedicated to your needs for the purposes of refueling, rearmament, repairs as well as accommodation for your pilots, there is enough currently assigned to support up to three flight wings, if you need more please do not hesitate to point this out and more assets will be provided on an as needed basis.
We can guarantee security for your privacy as well as comfort for your pilots.
I must point out what may seem obvious Nodtviet-san, Blood Dragon units as well as their Junker supporters are currently involved in hostile actions in this system and I would advise to make sure you bring enough firepower to ensure your safety.
Samura vessels will be happy to offer escort and additional security for your entrance into Nagano and your flight path to planet Tomioka, but of course personal security must be taken very seriously in this system.
The Torishimariyakkai of Samura Omotai Zaibatsu have asked me to pass on the news that they see little problems with increasing the Core's reputation within Kusari, this will take time but with your continued assistance to protect Samura and hence Kusari assets from those that would do them harm, along with our political pressure on the government, the results are almost certain.
I feel we have turned a great corner today and look forward to furthering the relationship between Samura and the Core and the benefits this will bring both our organisations.
