I wish this message was sent on a more positive subject, but unfortunately I must bring to your attention some unsavoury business. A ship bearing your identification was recently intercepted in Sigma-13, which is GMG territory and thus falls under Guild laws and regulations. That in itself is not an issue, however, this ship in particular was carrying a large amount of cardamine, which is where the problem lies as defined in law 2.2.
Upon detection, the pilot of this ship immediately attempted to activate a cloaking device, which, despite protests to the contrary, implies awareness of and voluntary intent to violate Guild laws. In addition to this, the criminal in question eventually fled through the Frankfurt jumphole, in violation of Guild directives. Please find attached a communications log of the incident.

My name is Mia Trenton, Acting Arbiter for the Junker Congress. You are right in saying this is great cause for concern. I have seen what this does to people and it is not something I would wish on anyone.
I have taken some time to try and find some answers for you, and unfortunately I was unable to come up with anything particularly useful. I was not able to find anything regarding where it came from or where it was going. I will personally be looking further into this.
I can assure you that the actions of this pilot are not representative of Congress as a whole and I will be sure to see that the pilot in question (and anyone else who may be unsure of this) is educated on our protocols regarding this matter.

The Guild is willing to accept that these were the actions of a misguided individual and not sanctioned by Congress. While some time has passed, I write to you again in reference to a similar matter as the above. A vessel identifying itself as belonging to your organisation was recently discovered to be carrying a hold of cardamine in Sigma-13, which as explained is prohibited in Guild space. This ship, when questioned, deemed it appropriate to open fire on Guild personnel and make an emergency landing on Newport Station, all while in violation of Guild directives.
The similarities between this most recent incident and the one involving the Onaya do raise the question of whether the Junker Congress has been abiding by Guild law or, during the time that has elapsed, continued smuggling activities in the Sigma Systems undetected, a question that does elicit further investigation.

I must apologize for the delay, while my knowledge of Kusarian traditions is limited I assume you are familiar with how important the Holiday Season is for Libertonians such as myself. Admittedly I do wish this had been brought to my attention sooner as my general rule is "Contact me if there is an emergency" and this would definitely constitute an emergency.
Your guilds law and sovereign claim to all parts of the Sigmas is respected by The Congress through and through. While we are unified in our overall movement we are very individualist often taking individual contracts. I will speak to Lucius and make it clear that opening fire on GMG personnel isn't tolerated. Nor is the movement of Cardamine period, I have taken steps over the years to try and curb the spread of this family killing drug. Though getting some of the old timers on board has been...tricky as best.
