Disabling White Dust Streaks

Hi guys.

So, as you've all seen when you move your screen in turret zoom/steer you get the white streaks that run across your screen. The space dust thing. Does anyone know how to remove it completely? I've unticked the "Background Dust" option and I've managed to get it down to this. As you can see, it's not an amazing improvement. I don't want to lower the quality if I can help it since I'm making a new video.
