4,300 cargo rule

Some ID's don't allow transports with 4,300 cargo. Does this still apply if someone has a 5ker but with armor, shield, and weapons the total carrying capacity is at or below 4,300?

Yes. It means ships with 4,300 maximum cargo space, not 4,300 available.
