The purpose of this message is to seek clarification from the Republic in regards to GMG operations. The Guild regularly ships Helium-3 to the Libertonian market, harvested from its territory in the Crow Nebula. This is believed to be a major source of fuel for the House of Liberty.
The Ralson Ice Field, Pennsylvania, is an abundant source of Helium, which is then taken on the return route back to Guild space for processing on Planet Miura, Okinawa. Up until recently, The Guild has been relying solely on any miners who may be available and working the field during our shipments. Several days ago, Emlenton Storage & Exports, located near the field, opened its doors to Helium stocks to further facilitate trade, but even with this facility's services, the supply of Helium is still somewhat unreliable.
Following examination of the Laws of Liberty, The Guild has found no clauses that would explicitly prohibit its ships from exploiting the Ralston Ice Field directly, however, it would be improper to engage in such operations without prior consultation. As a result, we would like to formally request permission to mine Helium from Pennsylvania directly. This would serve to improve Helium shipments to Okinawa, and as a direct result, expand the flow of Helium-3 to Liberty.

The Republic of Liberty and the Gas Miners Guild have had a long standing partnerships starting from H-Fuel supplies to the rehabilitation program, which have proven prosperous for both.
The Ralson Ice Field, found in the Pennsylvania, has been exploited for it's massive Helium reserve for a long time by independent miners and corporations alike, boosting the local economy. Examples of that would be the base mentioned in your communique.
As the Laws of Liberty have no clauses that prohibit the extraction of minerals from this cloud, followed by a discussion in the Trade and Economy department, we have reached in the conclusion that this would improve the efficiency and price in the flow of fuel shipments to Liberty, hence you are permitted to take part in mining operations in the specified field. However to minimize impact on the local economy, cooperation is advised with the installations and other miners present.
