Overwatch was brought to understanding that Sirius Coalition Revolutionary Army - abbreviated SCRA for remainder of this transmission - is willing to negotiate an end to what effectively is a cold war in effect between The Order and your military since cease fire was signed in 818 A.S. which bore great consequences since. There were multiple attempts, from perceived lower echelons of SCRA to alter status quo to varying effect but any officials talks between respective Commands have simply never occurred.
Personally speaking I am veteran of this war, prior to my assignment to Order High Command at the time and Ben Warner, current Premier of Coalition was no different. In fact, we even seen eye to eye during the opening act of the conflict in Omicron Minor which you may or not remember. Nevertheless, every attempt to warm up relations fail from very specific cause which you call "Kerimov".
Possession of this class of vessel in your hands is what, to put it bluntly: blocking any sensible and logical developments on this front for so long. We are aware of this ships existence, to an extend tracked it with agenda of eventual recovery. I name it a price in unfreezing the curtain that separates us from SCRA. There never was enough casus belli to justify any aggression of one side against the other so I am giving diplomacy a chance.

"For years now the Sirius Coalition and The Order have been at odds with one another, a time when fear ruled and chaos flourished. We both have seen much since that time, the destruction of Toledo, the ever increased presence of the Alien Threat in the Omega and the Omicron Regions that even today plague us both and the rise of the insidious organization known as 'The Core' which threatens us both. Thus the Coalition agrees to hand over the vessel known presently as the Coalition People's Recon 'Kerimov' to the Order as a gesture of good faith and the first step to normalizing relations between both the People's Republic and The Order so that the real threat may be fought and defeated.
The Coalition shall turn over the Kerimov to the Order for the peace. The State Duma furthermore authorizes Premier Ben Warner to negotiate and ensure a peaceful relationship with your people. Diplomacy shall have the chance it deserves."
As our primary concern has been resolved... quite swiftly, you have my gratitude. We share significant number of common enemies as you have mentioned, which we will deal with when their time comes. The Order Command also suggests following terms that we hope are beneficial to both sides.
First, ending the chapter of 818 A.S. conflict. Neither SCRA or The Order will take responsibility for war. Any individuals that could have or not taken the blame for events of this conflict are no longer among us. Both Premier Katz and Grand Admiral D'Souza no longer fulfill their functions, replaced since with newer generation of leaders. Neither side shall look to blame the other, instead denounce conflict in its entirety.
Second, with erasing issues of the past - As Kerimov will return to The Order, we will also fully acknowledge legitimacy of Osiris class warship christened "Karl Marx" by SCRA and abandon agenda of recovering its hull for Order fleet. As it stands, "Havana" is excluded from it,, being warship built of Corsair blueprints and shipyard - meaning we will not pursue objective of recovering this particular warship for ourselves.
Third, The Order will acknowledge Coalition's full control and sovereignty over worlds under your control. As we understand it, SCRA controlled space encompasses Omega 52 system as whole, and defensive perimeters of jumpholes leading to your homeworld in Omega 49 and 5. In return, SCRA will respect our absolute authority in Omicron central cluster - branded by us as "The Order Protectorate". Each side will permit access to its systems and installations in extend comfortable for both sides for means of commerce, resupply and staging operations against common threats.
Following up with third point, this serves purpose of establishing new trade routes. The Order believes that one of guarantees of peace is well established trade between two factions. When we will be ready to open our borders, both sides will be authorized to carry any exports the two groups produce. I doubt you will think any different from this perspective.

The Coalition has agreed that neither the Order nor the S.C.R.A. shall take responsibility for the war that briefly took place, as you have stated the ones responsible for the past have departed and replaced by the new generation.
The Coalition will recognize the regions known as 'The Order Protectorate' as the Order's perview with the exception of Omicron Gamma in which our interests may overlap due to it being the home of the nefarious Corsair Empire whom we are at present in a state of conflict with. All other regions in the Omicrons are to be respected with the Order being the Law-Enforcement in the region and pilots who visit there if it be for commerce or fighting the common threats in the region shall respect the Order's laws. Omega-52 shall be opened to the Order for the purposes of Commerce and the occasional resupply should the need arise, for now we request it remain to Zhukovsky Station until our population gets used to the Order not being a perceived 'threat'. While on Zhukovsky you are entitled to haul goods to and from the station which includes authentic Coalition Vodka and may resupply H-Fuel and Food Supplies of the vessels that dock there.
The Omega regions are to be considered an area of Coalition Influence with the exception of Omega-49 which is established as Protectorate System. Both the Order and Coalition will be permitted to operate in the region in order to combat the various threats against Humanity and both organizations.
As for the purposes of trade, the Coalition as stated before shall open Zhukovsky Station, which is comprised mostly of Coalition civilians, to the Order for trade with the possibility of expansion to other Coalition Facilities over time as relations fully stabilize. There are few things to be clarified. Primarily, we remain in good diplomatic standing with Red Hessians and Bundschuh - each with own territory and claims that we must respect. It is prudent to prevent squabbles such as whose authority in what system should be adhered to and we do not have to look far for examples: Hessian movement dominates huge swaths of Omega sector. We will however respect it as part of your sphere of influence. In addition, I have to inquiry about nature behind Protectorate System and current geo-political status of Omega 49 given The Order's interest in defending local Zoner/OSI population from harm by maintaining status quo. Any armed conflict in close vicinity of Gran Canaria, as any large scale land operations may jeopardize this directive and thus, we have to find common ground over it.
The Order Protectorate does not extend over Omicron Gamma as we have no presence in-system. We see it as part of sovereign Corsair Empire as indisputable fact given underestimating Corsairs is foolish by their sheer numbers alone. We never seen an eye to eye since betrayal of Elders and armed confrontation is not uncommon due to ideological conflict. We oppose trade of artifacts, which have lead to skirmishes in the past. As far The Order is concerned, we have no objections to continued SCRA campaign against current government of Omicron Gamma as you have intended.

We acknowledge and appreciate Coalition's recognition of Zoner's independence in Omega 49 and hope that both sides may co-operate in fashion that keeps this particular system that way. The Order took liberty of preparing draft for the treaty, that once you approve of, will be set into motion. Access rights to The Order Protectorate are being processed right now, question being which installations may be opened to you but general consensus leans towards also permitting full scale military operations in Omicron Delta without necessity of our approval due to contested nature of this system. Subject: [re] "Military Operations in Omicron Delta would provide a chance for the Order and the Revolutionary Army to fight against a 'common threat' as posed by both the local 'infestation' and the Core's malicious and highly aggressive encroaching upon Zoner territory. The only issue with the treaty is the absence of the specific exclusion of Omicron Gamma by mention in the treaty as a Coalition Interest due to the state of intense conflict between the Triumvirate Forces and the Corsair Empire, however aside from that minor detail the treaty is acceptable to the State Duma and have authorized me to sign the treaty when that final detail has been in their words 'hammered out'.

Treaty has been adjusted, with parts of acknowledging mutual interests of both factions into Omega 49 and Omicron Gamma systems. Reasoning for, SCRA's actions carry weight around Imperium Del Corsairo while from our side: we find it necessary to protect our interests in Gran Canaria which relate to the objective you have taken upon yourselves as well. It may be the case that The Order may find need to engage in independent action around Gran Canaria, however such will be commenced with knowledge that this world is - some would say - dangerously close to your own homeworld. I am in transit to said system with intention to participate in signing of the treaty and I advise to expect Geb-class warship with designation OCV Fedayeen as my personal vessel.
