SUBJECT: Change of Rheinland laws - restrictions towards Liberty lifted

This is public announcement of the Rheinland Government to all individuals and organizations as well as to all law enforcing authorities. Government would like to notify you about change of Rheinland trading laws in accordance with the peace treaty which was signed by the Bundesrepublik Rheinland and the Republic of Liberty.

The embargo on border with Liberty is no longer in place and all trading restrictions made during the war towards Ageira Technologies, Cryer Pharmaceuticals, Deep Space Engineering, Interspace Commerce and Universal Shipping and all their subsidiaries or affiliates were lifted.

This follows the mutual step of the government of Liberty which also cancelled the embargo on the border and lifted all restrictions against Rheinland corporations and transport ships of Rheinland origin.

Rheinland government hopes that all law enforcers in both houses will be properly informed about these changes as soon as possible and there will be no cases of enforcing laws which no longer exist. If it will happen, we recommend traders to point law enforcers towards this announcement, and if it will not solve the situation, to follow the orders despite their invalidity to prevent any escalation and then to report the individual to respective law enforcing authority.

We also would like to note that the process of updating the software which regulate docking rights is still in progress thus some troubles may happen. We apologize for any inconvenience. Governments of both houses cooperate with the administrators of Sirius Identification Commission to ensure that update of docking software will be finished as soon as possible.

To avoid any possible confusions and law violations committed out of ignorance in Rheinland space, you can find relevant part of updated Rheinland laws, which regulate trading, in data attachment of this message.

>>Article Two: The Rheinland Criminal Code

§2.1. Contraband possession: Shipping of the following goods in Rheinland is illegal (note the exceptions below):

Artifacts of any sort
Black Market Munitions
Blood Diamonds
Cardamine of any sort
Counterfeit Software
Human Organs
Nomad Materials of any sort
Slaves
Stabiline when transported in quantities more than 10 cargo units per ship

Exceptions are as follows:

§2.1.1. Cryer Pharmaceuticals and its affiliates are for medical purposes licensed to carry an unlimited amount of Human Organs and Stabiline.

§2.1.2. Rheinland law-enforcement authorities are allowed to transport confiscated contraband to relevant stations or planets for further investigation.

§2.1.3. Other regulations regarding the shipping of certain goods may be implemented after official publication on the Communication channel.

§2.1.4. The following regulations are implemented in case of contraband possession:

§2.1.4.1. All contraband must be always confiscated and handed over to relevent station or in case of non-human contraband destroyed on site.

§2.1.4.2. Violator is obliged to pay 1.000 SC fine for every cargo unit of contraband, however minimum sum is 250.000 credits regardless of the amount of contraband.

§2.1.4.3. In case of 5 cargo units of contraband or less, law enforcer may waive from issuing fine and use only formal warning, if he sees fit.

>>Article Three: Trade regulations

§1. Cargo classified as restricted:

§1.1. Transportation of following cargo is allowed only with Restricted Cargo License which is issued by Bundespolizei through Restricted Cargo Licensing Registry:

Armaments
Blue Jillies
Criminals
Light Arms
Military Vehicles
Munitions
Nuclear Devices
Plutonium
Prisoners
Side Arms

Exceptions are as follows:

§1.2.1. ALG Waste Disposal and its affiliates are allowed to transport Nuclear Devices and Plutonium.

§1.2.2. Daumann Heavy Construction and its affiliates are allowed to transport Armaments, Military Vehicles, Munitions and Side Arms.

§1.2.3. Kruger Minerals and its affiliates are allowed to transport Nuclear Devices.

§1.3. Restricted cargo transported without license is declared as contraband and will be handled according to §2.1.4 of Article Two, however fine is set as half of sum defined by §2.1.4.2.
