My name is Kai Richter, Director of Security for ALG Waste Disposal. I am writing to you today with a permission request to satisfy Article 5-1 of the Kusari Legal Codex.
We have ordered an IMGC-104D Sagarmatha-class Battlecruiser from the Independent Miners Guild, and while it has taken months to find personnel, deliver resources, and acquire permissions, I've been informed that construction is complete and the [ALG]-Erdbeben is ready to launch from Singapore Shipyards. I will be heading there myself shortly to take command of the ship.
Her maiden voyage will be from the Taus to Rheinland, the intended area of operation.
We have already been granted permission to operate the ship in Rheinland space, but to reach it we will have to traverse the Republic of Kusari.
Thus, we are requesting permission to do so in order not to violate 5-1:

As we do not intend to operate the ship in Kusari space after the initial traverse, we are not currently considering a License for Capital Ships and Large Vessels. Depending on future developments, this may change, but for the time being we are simply asking for one-time passage to Rheinland.
We have analyzed potential routes and have concluded that heading through Tottori is the best option, to avoid the chaos that is Tau-23. If permission is granted, we are of course willing to take a route of your suggestion.
We can arrange a convenient time for this trip at your request.

As we have had only positive experiences with the ALG before, we are ready to grant you permission to move through Kusari to Sigma 13.
We will await you in Kyushu and send a small wing to escort and guide you to the Sigmas.
As of how you get to Kyushu, you will have to decide that for yourself. Keep in mind that the westernmost part of Kyushu is occupied by imperial forces and we will not be able to receive you there.
Please name date and time for the transfer so we can schedule an escort operation for your convoy.

Thank you for your timely and positive response. I've arrived at Singapore and taken command of the Erdbeben; we are currently holding drills and familiarizing ourselves with basic operational procedures and maneuvering.
Meanwhile, we are still waiting for a response from the Gas Miners Guild about passage through the Sigmas.
Our plan is to rendezvous with your forces at planet Kyushu. As we haven't ironed out all the details of the trip, we cannot give an exact time yet, but we will inform you over a secure channel when we finalize our schedule.
