I'm Fleet Admiral Siegfried Hermann, leader of the Rheinland Military.
First of all, receive my congratulations on your recently build Freeport in Sigma-15. We know starting a new life far from war and natural disasters is hard, but I'm sure you are ready to face whatever the future brings to you. We do hope your people will find the peace and freedom they desire. Since most of the population of said station are former Rheinland citizens seeking shelter after the disastrous events in Munich, the Rheinland Military feels obligated to protect these civilians in the future.
It came to our knowledge that the station is yet to be included in CoF laws and even the person of the final administrator is not yet decided. We understand and acknowledge the independence of the organization 'Confederation of Freeports' and in order to preserve the peace and safety of both of our people, we'd like to help you with the laws of this specific Freeport.
First, before you announce your own laws you'd uphold in the territory, study the Laws of Rheinland to avoid any inconsistency. I'd like to bring your attention to these two articles especially:

This communication channel is open and any of you are free to reach Mecklenburg station in Sigma-15 if you have any questions, though I recommend a personal meeting between us, since the security of the civilian population of Freeport 8 and the colonists of Hammersee is worth more than to make possibly premature decisions over a communication channel.

To the honorable Admiral Hermann,
First, please allow me to thank you for reaching out to us here at Freeport 8. This system of Luneburg, or Sigma-15, as it is also known, has shown great promise for us and plenty of others, as I'm sure you know well already. Indeed, the beauty of this place holds a spiritual significance for some of our small community here.
My name is Anja Beringer, and alongside Marcus Praetorius, I help keep order aboard this station and speak for its inhabitants. After some of our benefactors and folks who'd pledged to relocate to Eight once it'd been made fully habitable and safe got together and elected us as the Freeport's co-administrators, we informed the Confederation of Freeports about the whole business, and we were admitted preemptively as representatives of Eight and her people. In keeping with Zoner tradition, I'm happy to say that we fully intend to be 'good neighbors', and aren't interested in anything but working with you for peace in the area.
Just like goes on at most other Freeports, we plan on obeying the strictures laid out in the Confederation's laws, and don't anticipate changing our stance on any of those regulations any time soon. For your reference, I'll attach a copy of those laws along with this transmission. I don't expect any friction between us, if indeed you also want peace and prosperity.
While I haven't personally seen your folks in the immediate vicinity of the Freeport, I'm sure they've been around enough to see the construction crews at work. The fact of the matter is, Freeport 8 isn't anywhere close to done, and most of the internal facilities aren't quite yet functional; aside from docking bays and mooring fixtures, some critical internal systems, and some very temporary quarters, we have a lot of setting up left to do.
As such, we're particularly worried about overlapping claims to this otherwise-lovely system that we call home; most especially in light of the ongoing and very public dispute between the Federal Cabinet, The Core, and the GMG. Despite the tragic events unfolding elsewhere in Sirius, we want to make it explicitly clear that Freeport 8 absolutely is extending neutrality to The Core, just as any other Freeport in our position would do.
