The dreaded Question

I just got a quick thought while working (Yes I'm working so hard)

The question in question is:

Example:

"This is [insert name] engaging [insert target]!"

[Target] "Pilot we are not on hostile terms with you.
[Engine Commander Name] Engage Cruise stay away from
[Insert pursuers name] firing range."



Now would that count as fleeing or tactics?

Like no one pulled off a shot they just say engaging
target...lets say for the sake of the example they were
10k out.

What is your say in that?

There is no official engagement until shots fired connect and do damage.
