I would like to remind you that the Cincinnati does not have the permission of entrance into the Kingdom of Bretonia. The permission given during the engagement with the "Ish'tar" in Cortez was only temporary. Only the Eidolon Wraith has the permanent permission, and only for Omega-3. Thank you in advance for your respect towards the Kingdom.
It's a pleasure to hear from you again, though I wish it were under better circumstances. It seems there's been a general misunderstanding in terms of territorial rights in regards to the Kingdom and some misconduct on behalf of an Officer who'm has raised some eyebrows.
Upon review of the Bretonian Charter of Interstellar Law, we've found Article One Section Three - Or 'Definition of Entities' to be outdated severely. In addition to a lack of correspondence in regards to transitional rights within the frequented systems of operations for our vessels of Capital-Class, we've found it necessary to utilize the regions in which recently we were confronted by a Bretonian Police Authority Officer who'm astoundingly seemed to be able to locate us without so much as an investigation and who has - in the past - utilized questionable conduct. This poses a problem to the health and operational status of our fleet, as we've been known to frequently make berth within Inverness as we had been under the impression it was Independent Territory. Mainly due to the frequent utilization of the system by the organization known as The Order.
With the deteriorating situation in the Independent Borderworlds, we felt it necessary to increase our presence. However due to the territorial rights put in place by the Kingdom and inability to freely cross, as well as the Treaty of Curacao, we seem to be at an impasse for functionality. Thus, the Inner Phalanx is requesting unhindered access to the following territories with discretion for transitional purposes and territorial patrols:
- Cortez
- Inverness
- Magellan
The above are frequented by our patrols, and due to the increasing tensions between ourselves and the slowly growing level of Order warships in the region, we feel it right to keep the Kingdom in the loop of a possible conflict on the rise. The vessels you'd see frequenting the area that are of capital class are as follows:
The above vessels would likely be seen frequenting the aforementioned systems and transiting between them and Crayter space. This being a primary route and brewing conflict zone, it's necessary for such a force to be present. Inverness is currently the location that the aforementioned vessels make berth for repairs and refueling. There is no intention of law violation.
Furthermore, The Inner Phalanx would like to inquire about registering a pair of Z-8550 "Pitbull" Pirate Train transport vessels for use within Kingdom territory due to our growing need for Logistics. In the future, another inquiry will be made with Bowex about the potential swap to Bretonian made 'Shire' Container Transports. If possible or if required, a fee can be paid to repair any issues or loss of time due to bureaucracy in regards to the above mentioned requests. The Z-8550 transponders are as follows:

Lastly, the Inner Phalanx extends a formal apology for the misunderstanding for what occurred. We'd like to know what the Kingdom's stance on the Organization known as The Order currently is. Their presence within the Kingdom's borders has increased with the arrival of five capital ships of cruiser size or larger. They have been making threats and attempting to provoke a war. Due to the increased tensions and territory in which a conflict may occur, would Bretonia intervene? More importantly - what stance would the Crown take?

We oppose the Order, but not actively. To our surprise, their help in Newcastle was rather effective when the system came under attack by the Nomads. We will not bother them if they do not bother us. If they have stationed those capital ships in Inverness, however, that was an infringement of borders, and they should leave. Nevertheless, I cannot ignore the relatively recent skirmish against the enormous, before unseen, Nomad ship in Cortez.
It would be a very good service to Bretonia if someone sent scouts to make camera shots of those ships, their locations, armaments and other equipment, gathered information about their commanders, as well as questioned them for their intentions in the area. Until our knowledge is more concrete, the permissions for your capital ships will have to stay as they have been.
Concerning the so called Pirate Trains, you will have to speak to the BPA, as that is not my responsibility.

It's good to see such a quick response. Allow me to provide you with the current data we've recovered of known Order capital assets in the region.
Order|CV-Oathkeeper - Osiris CV-1 Class Battleship utilizing standard Order weaponry under the command of Admiral Jeremy Hunter. Last known location was within Coronado. No scan data available.
Order|CV-Fedayeen - Geb-Class Order Assault Carrier. This is the vessel that was previously under the command of Grand Admiral Michael Golanski. It arrived in Coronado over two weeks ago and has been loitering there, just outside of the Kingdom's territory. Scan data.
Order|P-Tombstone - Resheph Recon Cruiser. This vessel was last detected in Cortez under the command of Aelita Stone. Its purpose is unknown. Standard armament and stealth system.
|O|-Amenhotep - Osiris CV-1 Class Battleship, under the command of Johnathan Kalh. We've encountered this vessel in Inverness on pleasant terms once, and lately on more aggressive terms in Inverness, Cortez and Coronado. It's possible it has been using Inverness as a transit system in to the Kingdom. Visual Reference. Scan data provided by external source.
OCV-Razgriz - Osiris CV-1 Class Battleship, under the command of Captain Tantalus. This vessel was last detected in Magellan and is believed to have been destroyed by the Liberty Navy according to us and The Order. Its intent was to move to Kansas and investigate reports of a significant Nomad presence. Both the ship and one of its escorts are believed lost to the Gallic war front.
Additional evidence - The Amenhotep intervened during a discussion between us and some Liberty Navy vessels about cooperation against the infested threat growing in the region, and began to insult and provoke our vessels with threats of war if there was retaliation.

Our recovered knowledge has suggested the Order is present for a purge operation of the local area of infested forces, yet recent encounters and threats have proven no such intentions in regards to the removal of the Nomad threat. As you're well aware about the removal of the one known as Ish'tar, we've been on the front lines in their place. It has been the same in the surrounding area. They've shown little interest in combating the foe and plenty in attempting to provoke conflict with their own species. It's within our beliefs that the Order has lost their way as an organization that once stood for the betterment of humanity. They now fight to claim territory in the Omicrons, creating laws and enforcing their dogma upon passing explorers and Zoner civilians like totalitarian rulers. Their megalomaniac leader - Grand Admiral Golanski - has turned them in to his personal empire who would wage war for him at the flick of his wrist.
Anyone he declares an enemy of humanity is subject to extermination. Who is to say he may not do the same to the Kingdom as he's done to others such as the Zoners of Baffin or ourselves?
I wish I were coming to you on a more personal approach, but I currently do not have that luxury. The Order have provoked us to conflict with an assault upon one of our vessels. We have reached the point of retaliation, for we will not stand for the arrogance of these idiots any longer. The Inner Phalanx would like to urge you to consider the access we requested wholeheartedly and with haste before they are able to solidify their position within the Borderworlds.

If Battlegroup Auxesia is willing to attack and destroy any ships of the Order seen in the system of Inverness, the Arktos, the Andraste and the Eidolon Wraith may have access to the system. The Eidolon Wraith, as she is based in Omega-3, would need an escort if you wanted to move the ship to Inverness, as in that case she will have to pass through Bretonian core systems. Additionally, we would appreciate if you told us what class the Andraste is and what armament she has mounted.
Concerning Cortez and Magellan, you will have to speak with Liberty as well, as we share those systems with them. We know that you have problems with them, because in an occasion they asked us to outlaw your organization. We saw no reason for that, so we politely declined. Nevertheless, I am sure that you would fix your relations with Liberty if your organization declared war on Gallia, and by that your capital ships would be permitted access to the mentioned systems, as well as Leeds. Perhaps we would even be more open on the subject of ship sharing, but that is only my guess. The Fleet Admiral would decide.
Unfortunately, due to our nature of relationship with the Commonwealth and repeated assaults made by the Liberty Navy, it's within my personal belief that neutrality is not available to us, even at the lowest of forms. However we will respect your notion.
The Andraste is somewhat of a recent addition to our forces and special case. The vessel is of Battleship class, and is currently making use of a standard armament for all combat scenarios. Be it point defense or long range support. It's a light warship in comparison to that of the Arktos. As you've requested, our forces intend to remove the Order from the region, and thus agree to the terms provided by the Kingdom for access to Inverness.
In addition, we'd like to provide you with the following data.
During a standard patrol of the Cortez anomaly in Inverness, one of our crafts came under fire from what appeared to be an Order vessel within the southern Avlemore Ice field, located here:
The pilot managed to secure an exterior scan of the vessel and we believe it to be a CV-1 Osiris-Class Battleship in accordance to its silhouette, currently in a holding pattern in the region. Whether or not it has relocated is unknown, but it's our belief that there are more than just one vessel frequenting the area, and with cooperation of the Crown, we can assist in the removal of this nuisance.

We have had reports about the Atum before, but the ship is apparently more resilient than others of the same class. They are not worth the effort required to destroy them, but we can make their mission, whatever it is, not worth their effort by constantly harassing them. That should make them leave. I recommend your forces to stick with our strategy.
By the way, I wish you a pleasant stay in Bretonia. You might have noticed the good quality of the tea grown on Curacao.
You'll find the Order to notice that they've become less than welcome over the next few weeks. All progress in regards to their removal from the Kingdom's borderworlds will be provided.
