The BAF ID includes Bretonia plus every surrounding system in the ZOI. @AlphaWolf215, who leads the BAF|, told me one time that he had had a long discussion with the admins and other faction leaders whether Omega-3 was Bretonia by the rules (it is by the House laws, but that's different), or not. It was concluded that it was. According to this, BAF ships may go to Omega-7, which has sense, because Bretonia has treaties with Rheinland that make that possible. Some players tried to contest this today.
As the rules say:

House Controlled Space: Dublin, Dundee, Leeds
House Outer Region: Chester, Edinburgh, Londonderry"

No, it's not and should not be, just as O-7 shouldn't be Rheinland territory by rules. It's borderworlds and should stay that way, even with inRP claims. Remember some IDs, for example the Junker ID, need those worlds for pirating, as they can't pirate in Rheinland or Bretonia.
why would BAF go O-7 for ? Omega-3 technically Bretonia's border system but not the Omega-7 , that's Rhineland border system. RM/BDM does not even fly into O-3 so far I've seen twice in a year. and if Omega-3 house control of Bretonia then Omega-7 should be house control of Rhineland.

They have inRP control though. And don't forget Sprague.
The question is not really if its Bretonian but if you can use the "systems bordering Bretonia" ZoI on O7 since Omega 3 is not counted as main Bretonia in this list but is separated in house controlled borderworlds.

I've also wondered how the 'ΤΩΣO' House-Controlled systems are supposed to be categorised into houses before. This sort of ambiguity in the rules is really bad and easily avoidable.
I think it should not be, and Junker ID is the main reason I think that way. There should not be a system where two military and polices can go(except for war), no matter the treaties between the houses. The point of the game is not to make universe "safe" or to pwn mean pirates that steal your stuff or whatever, its to make it fun, so there should be some kind of danger when you go between houses, I mean you are going away from the capital system. Those are borderworld systems (you see the word border in there) meaning its far away and "dangerous". O3 and O7 are not even the outer regions, but that does not stop RM, BAF and all others to just destroy Junkers on sight(that pirated before yeah, but rules say you need to witness it?seen it done to myself.. whatever) and if O3 is part of Breationa it would only get worse. If you want it safe all the way go with freelance or corporate escorts...
By rules, it is not. It is still part of BAF/BPA ZOI since it is system bordering Bretonia, but your ZOI ends there and thus Omega-7 is not part of your ZOI and you can fight only in self-defense there.
Same applies to Omega-7 for Rheinland. It is not Rheinland by rules, but still part of RM/RFP ZOI as system bordering Rheinland, however Rheinland lawfuls´ ZOI ends there and they can´t actively start fight in Omega-3.
I am surprised that there is any vote about it, rules seems to be quite clear to me in this regard. House space are only systems which are listed under name of each house. All others were not meant to be house space, separating to Sovereign House Space/House Controlled Space/Outer Regional Space was introduced because of POB regulation and roleplay consequencies for breaking laws, not for ZOI changes.
