Hello all. I'm wanting to share with you all an idea for a faction I thought up some time ago when univerity was still in. I enquired Virus about it back then, and he seemed curious about it, but didn't beleive that it would work all that effectively on the disco server - particularly in PvP. However, I'm sure it can work with a bit of refining and once 4.85 comes out (the de-vannilaisation of ships will help a lot with the practability of this idea..). Hopefully this is where I should put something like this...:unsure:
Anyways, If people can tell me what they think, what would be a problem or can be improved, that would be nice. Basically anything constructive. Even if everything is good though, You probly wont see me creating this faction for quite some time yet since a new stack of RL events are happening for me, the most major one being me being the age now to move out of home to.. well, somewhere.. Currently looking for a reasonable flat or sharehouse is my top priority, then my studies, etc.. with this down the bottom.
Anyways, this is what I would like to play/see in disco. As you know, Del has noted gaps in houses, companies, etc. including some IDs that do not yet have factions, but he missed one ID that, while very specific/hard to to do so, can also be used in a complete faction-like manner. A quick search turned up no similar idea, so hence this post to see what the community thinks of it..
Since not being a proper lawful organisation, I'm not sure about the tag. I guess it's possible to say that they hacked their IFF to read police even though they arent.
Story:
As years passed with rapid expansion by the houses of Sirius, civilian and independant traders became increasingly frustrated with local law forces' ability to defend and protect against pirating and terrorist atacks. While regular patrols were claimed to span into even independent systems, attacks on hapless traders were still evident even in House home systems. Some of the population beleived this was because local police and militaries only focused on combatting the symptoms, rather than aiming for the source of the problem - lying in unlawful home systems.
After the great Kusari lockdown, which was initiated by pirates and halted trade between the nation with Liberty and Rheinland, groups of traders lost confidence in the defence capabilities of the police and militaries and banded in an attempt to form a coherent force to defend themselves. Quickly, similar groups formed in the remaining houses and formed under the same banner, whose aim was to help stem the tide and even attack at the hearts of unlawful groups for the greater good of all Sirius.
Reputation:
Unlawfuls - red
House/Independent Corporations - green
House police/militaries - Two possible arguments. This faction is helping house law enforcers by attacking unlawfuls, stopping pirating, etc. However, Houses may think of this act by civilians as taking the law into their own hands, and frown upon it. ATM I'll put it neutral, but can swing from green to red even depending on the house a player is in (may be freindly to Bretonian police, but red in Liberty, for example).
Other Notes:
In order for this to be even feasable, members must be over level 30 so that they can be engaged by other players. Any member under level 30 or falls under level 30 is thrown from the faction and/or is not alowed to enter. That being said, in order to stay within server rules members also cannot go over level 40 either.
Legal ships:
Fighters, Freighters (whats on civilian ID)
Also, in this faction each member is responsible for funding and maintaining their own ship. When choosing a ship think in RP - civilians are poor/have low funding in comparision to the huge corporate factions due to being sole traders. Relate to that in your ship choice - a single person will not have the income to maintain (let alone purchase) a bomber of any type. Stick with light fighters.
I honestly think it's a good idea. It's sort of like the Xenos, and perhaps will give them an equal opponent to fight against instead of being hopelessly outmatched in every battle. It sort of regulates itself with ship choice as well - the more powerful/expensive the ship you have, the harder it is to stay in the limits of the ID. Arguably it's better to get a cheap ship with an expensive armor upgrade than buying an expensive ship without armor, further adding to the RP of civilians being underfunded and 'making do' with what they have. If I can remember correctly, the most powerful ship one can buy with Civ ID (outfitted with best shield and turrets, but no armour) is the Armoured Transport, so I would make that the faction leader's "flagship", for the lack of a better word...
Currently I have created a test character to see if this idea can be successful. He's lvl37 and using a starblazer with maxed out weps and a mk4 armor. TBH I haven't started RPing with it properly yet as I've only just set the ship up (just finished about 30mins ago).. Hopefully we'll see how it goes though.

Ravenclaw? Heh, a CSV's pretty handy, and can have level8 guns...
What tag would you fly? Suggest not police, so you'll not be confused with some uber-nub straight out of the docking ring.
Umm...sorry, but what would you do? You can't really run profitable trade convoys, as that would too easly put you over the level 40 mark.
As for engaging Xenos...they can fly Eagles with mk 8 armor upgrades, 4 BWs and 2 debs, not to mention sundry other useful items...and you have a starblazer with mk 4 armor...starting to see a power imbalance, no?
While the concept of a civilian faction is interesting, I'm unsure what role it would play.
Indeed this idea is unique, though it would be hard to do anything with it.

You want an organised civilian force fighting against Pirates throughout ALL of Sirius? Personally it sounds like a Sirius-wide police force.
Not only that but you never see civilians in space in FL really. It's either corporations, military or freelancers. Just something to take note of.
That aside, if you intend staying between level 30 - 40, you will end up dying pretty much all of the time you fly into a fight.
Suicide brigades anyone?:P

Well, the idea about Civi police isn't bad... But I don't know if there would be anyone playing it - they wouldn't be able to fight against unlawfuls effectively.
RP server or not, anyone still likes a little bit of PVP.

I was checking the Civilian ID to see the details on restrictions/allowances. The idea was to see what role can potentially come out of the ID aside from being a witness.
Aside from level restrictions I got this - Note that the Civilian ID is exempt from being able to be attacked by anyone, unless they enter a Guard system, attack another player or are in the Connecticut system.
If players pirate hunted with these ID's (despite the smaller ships) they will always gain the first shot. No one can get pre-emptive against the faction because they'll be civilians, instead the other factions and players will have to allow these Civilians to whack down their shields for a bit first.
The potential direction this can take looks dark and stormy
I think is a rather interesting idea, and would fill the border world system with more than unlawfuls and the occasional transport.
While one might say, Sirius Wide Police force, its obvious that this is far from that but rather civilians banding together for their own defence in the border and Edge and organizing themselves well.
And with level restriction even mobs of them wouldn't be overwhelming.
I say keep up with it, i might even join it, i like the idea of average joes flying about.

I must admit, I always wanted to fly in a group with a bunch of Starblazers... Dunno why. Maybe just out of curiosity how that would look like.
