To explain further; it's long been planned to add more modules of some kind, eventually, even though what they would be isn't necessarily decided upon yet. But when they are added, it'd be nice to have them go alongside survey modules and such without forcing people to choose one or the other to put on their ship, so Type 2 and Type 3 equipment slots were added in anticipation of something eventually going there.
