I will be brief, guildmaster(s): these declarations will not stand in their current form. It is a grave failing on our part that you have not been contacted prior to this date about the inherent conflicts between the directives the Guild has issued for conduct within Tau space and those outlined in the Gallic Royal Charter, but rest assured that I am fully intent on resolving my concerns before they can manifest as any sort of concrete problem.
The Guild is welcome to issue regulations regarding the conduct of its members and its guests within the Gallic Taus as it sees fit - however, it is important that it is made very clear indeed that all such documents remain advisory in capacity only. They are not legally binding and cannot be recognised as such - the law of the Gallic Crown is the law in all the King's space. I would advise that this is made clear somewhere in an update to your list of directives, so that it is clear that the Guild's mandates apply in a strictly secondary capacity to the Kingdom's laws. Section A2 outlines this to some degree, but we feel it must be made even clearer in the case of the turbulent Tau border worlds.
Furthermore, there are several mandates that run in direct contravention to certain sections of the Gallic Royal Charter. These must be either amended or removed forthwith, and they are as follows:
Section B1 Wrote:Base Construction: No construction is allowed within a 20K radius of any IMG installation without prior permission of the Guild. Furthermore, this prohibition extends to other parts of the space which the IMG considers its property, namely the IMG-owned mining fields and Planet Pecos.
The above runs in direct contravention to section 6.1 of the Gallic Royal Charter. The Gallic Crown is the final - and only - authority on base construction in its territory, and it must be made clear that all negotiations towards building and/or upgrading modular constructions must come through us and us alone. The Guild is welcome to consult prospective builders on its own terms, but it is in no position to accept or deny a proposal outright - it may instead petition the Crown with its input in any such matters.
Section B6 Wrote:Cardamine, an extremely addictive drugs, is produced on Planet Malta and distributed by the Outcasts. Any vessel transporting these commodities will be asked to jettison their cargo (very small quantities which show that they are intended for personal usage are excluded). Then the cargo is destroyed in space or moved to Java for safe incineration.
The Kingdom has a zero-tolerance policy regarding the possession, distribution, and/or usage of Cardamine within its space. We had previously assumed that the Guild was entirely in accord with our stance on stamping out this orange plague, but perhaps it must be made clear that a zero-tolerance policy means exactly as such: zero tolerance. The Guild cannot permit or encourage any persons within Gallic space to carry any quantity of the drug - a "personal usage" clause runs against this entirely.
The Gallic Crown - and myself - expect this matter to be resolved promptly. We have respected the Guild's desire for neutrality throughout the past years, but the prosperity and security the King's forces have brought to the Tau sectors and beyond come at a price. The Guild is no exception to our laws - they are there for the benefit of all law-abiding persons within Gallic space, and to suggest that they should be overruled, ignored, or flouted in any way is unacceptable.

The law department of the Guild has taken a close look at the Guild's Regulations and they have come up with a way that hopefully amends the valid criticism voiced by the GRN.
The zero-tolerance policy against Cardamine has been implemented in the Guild Regulations.
The Preamble on Applicability was added to clarify that Guild Regulations are inferior to House Law in all regions that are governed by Houses. The legal counselling group thinks that any misinterpretation can be avoided this way, while keeping the document universally applicable.
This is the draft of the preamble:
