Greetings to the heads of Rhienland

It has been many years since last any communication has been made between OSI-well no between myself and the house. Im not going to mince words, I know even now the echoes of what occurred between myself and previous heads of state still linger.
I am sending this message as a bridge building venture, OSI has long been banned from Rheinland space due to my behaviour and grudges but with the current situation with Freeport 11 I cannot allow my past mistakes to deny countless families the chance to put loved ones to rest.

I request that the ban on OSI be lifted to allow our whales to bring the Rheinland fallen to New Berlin so they may be put to the rest with honour and dignity.
I will not deny that I hope this gesture will open some channels between OSI and yourselves however I appreciate that if its decided that the ban only be lifted for us to transport your dead then that in itself will allow us to complete this gesture and return your dead to their rightful place.

All I ask is that this is considered not even for future business purposes but for humanitarian reasons and a showing that life is too short to hold grudges.

My sincerest apologies in taking so long to reply. As I'm sure you and your esteemed colleagues are aware, the situation in Delta has reached a critical point, all of my attention has been on the crisis until recently as injury has forced me back to Gran Canaria. This is not to say that what we are discussing is not important, far from it I hope you can appreciate that when in a combat zone surrounded by suffering, finding time for in-depth communications such as this can be difficult..

So to address what you have asked, what can the Omicron Supply Industries offer Rheinland and what is it we can do to atone for our past. What we can offer is our full service to the house of Rheinland and its assets whether that be the Military, Kruger the Government so on. We swear that OSI whales will only be used for the betterment of the house and all those within it that swear loyalty to the Chancellor. Our dealings with any unlawful factions such as the Hessians will only be with keeping in line with Zoner neutrality as such there will be no dealings what so ever.

What we can offer is the use of our unique positioning in the galaxy, there is nowhere OSI cannot go to trade other then Rheinland we have access to all house space and beyond, this allows us the ability to bring into Rheinland the best that Sirius has to offer whilst also taking the best of Rheinland back out into the solar systems. We are able to obtain commodities that may be denied to house corporations including that which is found in Galic space.

Along with the items we can obtain we have our fleet of course, our whales are a marvel among traders and our ships would be at your disposal as a literal hauling and trading powerhouse that other houses have been able to make use of for many years.

Naturally if there is anything else you feel is needed in order for us to atone for our crimes then I ask that you lay them down also.

Danke for your propositions, they were presented to members of the Bundestag. However, it brough some more points which need to be addressed.

First, your statement "our dealings with any unlawful factions such as the Hessians will only be with keeping in line with Zoner neutrality as such there will be no dealings what so ever" need further explanation because it seems that the first part contradicts the second. Concept of Zoner neutrality is generally known as having deals with everyone. However that is not tolerated in Rheinland as you know already. Thus members of the Bundestag would like to hear clear pledge that OSI will not have any dealings with any parties which are illegal in Rheinland.

Second, you said that "there is nowhere OSI cannot go to trade" and also that you are "able to obtain commodities that may be denied to house corporations". That suggests you visit territories hostile to all companies of Rheinland origin and thus locals are mostly considered as hostile by The Bundesrepublik Rheinland as well. For example Corsair or Outcast space. Is this correct? And if so, are you willing to share information about these areas and their inhabitants with Rheinland authorities and/or corporations?

Last question, which was raised in the discussion between members of the government, is what is OSI´s current stance towards fine of 850 million credits which was set previously as one of the conditions to redeem committed crimes and lift ban of your corporation, and which is still in effect formally.

Thank you for presenting our case forward to the Bundestag, of course I will address the points raised with hope I can clarify my statements.

Firstly my apologies for my vague contradiction about our neutrality. What I was attempting to explain is that we simply keep to our philosophy of neutrality by keeping out of unlawful business in every way possible in return they keep out of our business and generally leave our ships alone. This does as you can imagine mean we turn a blind eye to their activities which although unfortunate is part and partial of the Zoner way. Unless the activities threaten a Zoner asset then we will not get involved one way or another.

It is not just a pledge by OSI but it is a requisite that as Zoners we have no dealings with illegal parties in Rheinland or anywhere else in Sirius in order to maintain our neutral state. Otherwise we start finding ourselves in a position where we can be seen to favour others.

You would be correct that we at OSI have access to space that might consider Rheinland its enemy, the Maltese and Corsairs as you pointed out for example. However, as stated above we as Zoners are required to maintain our neutrality as much as it is possible, so it would not be possible for us to share any information about the area and those who dwell within for that would be a breach of our way and abuse of our somewhat unique position. Of course the same applies in reverse we would never give information to the enemies of Rheinland about its systems and inhabitants.

Now I’ll be frank, the fine of 850 million credits is beyond reasonable. Considering the original fine for the whole thing that led to the ban was only 15 Million. Now I will put my hands up and admit that my comments about the fine were less than professional and filled with more personal spite than anything coherent about the situation, however I still agreed to pay the fine.

The response to that was for us to be banned outright, which take it how you want might have been a little over the top, but it was respected. I won’t turn around and say we will only pay 15 million as that iss unfair but 850 is also an unfair amount considering the ban was literally put in place due to tempers being flared. My proposal is Omicron Supply Industries will not only pay a reparation of 200.000.000 Credits, but will also deliver 15.000 units of the three most requested goods per each main planet in Rheinland, as well as export 15.000 units of each of those planets primary export goods. For example, the people of Planet Tomioka in the Nagano system are paying a good price for Planet Stuttgart’s famous Blue Jillies, while we could bring Holmium, Vanadium and Yttrium back to Stuttgart, if not even one or another load of the very tasteful Gallic Wines. Similar deals can be offered for Hamburg, New Berlin, Baden Baden, Holstein and Nuremberg. I think Rheinland’s economy would profit from this way more than from a digital number displaying wealth.
I hope you can see that we are fully intent on working to redeem our name within your fair house and that what I have said above shows this.

I apologize for the delay, but the matter needed time to be discussed thoroughly. Danke for your explanations, they were presented to members of the Bundestag. However, it seems that matter of the fine will be crucial.

Even if we put aside inappropriate and disrespectful comments which were made by representatives of OSI during previous conversations, I would like to remind you that the final sum of 850 million credits is result of fact that in the period after your corporation was banned from Rheinland space, Bundespolizei caught another OSI transport undocking from Hessian base called Diamant Station, exporting illegally mined diamonds. Law violations were even confirmed by Herr Stow, which stated - to quote - "OSI was prepared to pay a fine, but nothing of this extraordinarily insane amount. Not for two vessels buying non-combat related materials and the simple matter of a misguided pilot breaking a ban."

You stated that the fine is "beyond reasonable". From the point of view of the Rheinland government, it fits then. Cooperating with or supporting enemies of the state, which includes trading with them, is one of the worst crimes that can be committed and there is zero tolerance for it. As you know, even one of the biggest corporations in Sirius, Interspace Commerce, felt heavily wrath of the Bundesrepublik when their ships committed it. Thus, doing it not once, but twice, is beyond reasonable too.

Members of the Bundestag expressed that they insist on the sum. It is meant to be another message for everyone that cooperating with or supporting enemies of the state have very serious consequences. Lowering the fine could be - by the opinion of the Bundestag members - understood that such acts can be forgiven easily and cheaply, which they can not. Everybody who will try to have deals with enemies of the Bundesrepublik Rheinland should know that he may face consequencies which may be "beyond reasonable".

Not to mention that you came to the Rheinland government - repeatedly, I may add - and asked if the ban can be lifted. Thus you have to be ready to accept our conditions. Even the very fact the OSI is given possibility to redeem itself is considered as unprecedented gesture by some members of the Bundestag.

Anyway, I think I described the situation clearly. If OSI wants the ban to be lifted, the fine must be paid in full amount.

After reviewing all of the given information, the directors have voted to accept the terms that the Bundestag have imposed. The 850 Million Credit Fine will be paid as per your request. It has been decided based on the fact that 850 Million is worth paying for access to the Rheinland trade potential.

OSI will gratefully take the opportunity to redeem its name and to re-establish itself as a valuable trade partner.

So moving forward we will require the account the payment is to be sent to, and once we have sent it we will provide evidence of such a transfer from our end within this communication. I would ask that the same be done when the payment is received.

Regarding your question - today it was announced to all members of all Rheinland law enforcement authorities that OSI ships are no longer banned from Rheinland space. Thus your ships hereby may fly in the Bundesrepublik legally again. However we recommend you to wait few days to make sure that all members of all law enforcement authorities will be informed properly. In case of any trouble, we recommend to point the law enforcer towards the announcement, and if it will not solve the situation, to follow the orders despite their invalidity to prevent any escalation and then to report the individual to respective law enforcing authority.

We also started preparations for update of the software which regulate docking rights, however this may take some time. Rest assured we will inform you through this channel without any undue delay once there will be any progress.
