To the representatives of the Hellfire Legion;

Henry Stracke here, or Milk of the Xeno Alliance.

It's been some time since we've had regular contact, and with our organization regaining something of a foothold, we will have to change that.
Said re-organization probably hasn't gone undetected by your radar, so I probably don't need to explain too much. Suffice to say Herald resurfaced, Diamondback's around somewhere, and we've got a decent stock of new and old blood ready to dust off their ships.

The purpose of this communiqué is to find out where we stand, what's new, and re-establish a back-and-forth so we can coordinate our efforts, if indeed that is something we can still agree on. There are no doubt elements in both our organizations that believe downtime and ideological shifts have caused a split between us, but we certainly aren't planning on any rash bridge-burning, especially not in this crucial initial restructuring phase.

Anyway, before I get into light novel territory here, I'll cut it. I probably could have summarized this with a simple "This is the Alliance, what's up?"

We're looking forward to your response.

It is good to hear from our friends in the true Xeno Alliance once again. I believe we fought together side by side a few times shortly before your movement fell into disarray, Stracke? I seem to recall the two of us being on air in front of Manhattan, on some fringe news channel while our pilots danced around Long Island. Things were a little simpler back then, weren't they?

Ideological shifts is one way to put it. The more the Commonwealth attempts to legitimize itself as a political entity, the more they need to justify the Legion's ties to the Xenos. It is important to remember however that the Commonwealth and the Legion are two separate entities. I am very well aware of how difficult that can be when the Republic and it's forces can seem so homogeneous, but the differences are important. I'm sure you don't want to be bored with politics and are more interested in the more practical matters of our previous arrangement, but some understanding of the situation is critical to future cooperation.

The last time the Legion and Alliance held a dialogue I believe it went something along the lines of 'there are certain things we can't be seen doing together, and certain things the Commonwealth doesn't want you doing at all.' The former being the taxation and destruction of foreign vessels and goods. I'm well aware that the core of your movement lies in the uprooting of foreign interests (and foreigners interested in) Liberty. I can assure you that there is no ideological difference here, only a methodological one. But then, the crux of our alliance has never involved that; rather the Republic's response to your existence.

The latter issue is a bit more clear cut than it was before. With the Commonwealth's existence, Liberty's people are beginning to choose sides. We've been working very closely with the good men and women of Deep Space Engineering to construct infrastructure which the Commonwealth, Legion, and hopefully the Xeno Alliance will all depend heavily on in the future. This includes a docking ring, a depot in the Kansas system, and numerous electronic warfare devices for our ships. As such, you can see why the Xeno Alliance engaging DSE assets - and to a lesser extent those of other Libertonian corporations - would put us in a difficult spot.

Universal Shipping has thus far remained staunchly neutral, but we're still hoping to engage in dealings more extensive than the occasional escort for them in the future. As I understand it, they shouldn't be much of an issue anyway.

Ageira Technologies, somewhat ironically considering our ousting of the Lane Hackers from Vespucci several years ago, seem intent on remaining with the Republic, and their vessels have fired on us repeatedly. While engaging them directly obviously invalidates any attempt on our behalf to win hearts and minds, I don't think many a Legionnaire would shed a tear over a shipment of gate or lane parts not making it to another House.

That brings me to Kansas. The Commonwealth has laid complete claim to Kansas with the exception of Death Valley and Refugio itself. A splinter group of your movement, the Crimson Fangs, attempted to impose taxes on DSE's operations in the system which were beneficial to all of us. Fortunately they've disbanded (we've absorbed some of their personnel and I'm willing to bet you have as well), but it's the kind of situation we'd like to avoid happening again. The gist of it there is, tread lightly. If you don't know, ask.

With the ugly political underbelly of Liberty's other half covered, let's move on to the more practical stuff.



• Bases

We've been using your installations extensively in the absence of any fully organized Xeno movement and would like to continue doing so. For us not to offer the same in return would be nothing short of absurd; Hesperia and Monterrey are yours to base from as you wish.


• Technology

As we understand it, you're currently only capable of maintaining fighter and bomber class vessels at your facilities. You're free to use any Legion technology that you're able to keep duct taped together, and we would be willing to offer you several Inquisitor class gunboats if you feel confident in your ability to cope with the upkeep. DSE's facilities are also capable of producing advanced devices such as cloaks and cloak disruptors, and we would be more than willing to act as an intermediary to help supply you with as many as necessary.


• Cooperation

The Legion is fully willing to coordinate with the Xeno Alliance against all Republic law enforcement agencies, pirates, slavers, the Nacion Maltese, and the Kingdom of Gallia. This includes intelligence, direct fire support, and long term strategic planning. We trust you'll be happy to do the same.



It was just a crash course, but I hope it helped to allay any concerns and sate the rather broad spectrum question you threw our way. If there's anything else we can assist with, we're here for you.
