First and foremost, I would like to extend thanks to the pilot Ryoken. My mates expressed that you were exceptionally helpful in answering any questions they may have had as well as aiding them with repping missions.
Apparently hospitality was in somewhat short supply, which makes the effort that much more appreciated. My thanks.
However! Questions as to whom, why and what it was that we thought we were doing flying about in Order space were -not- in short supply (at least from one individual), to which I do hope that the following will serve as a helpful primer to what we're seeking to accomplish.
And thusly. Furthermore, no we're certainly not looking to step on any toes and, as I read over the current political turmoil happening in this portion of space, we're not looking to operate in an anti-establishment manner. Nor are we looking to invest in official status as it doesn't seem particularly necessary at this time nor in the near future.
You may notice a lack of anything with a shield over class 10, that's not a typo. Should the future suggest that the appropriate kit is mission appropriate and rated by our efforts that may change to envelope a gunship, but that's not anticipated at this time.

The 42nd Reconnaissance is a squadron composed of pilots re-assigned from their parent units to serve under the command of Meredith Savoy, a young captain grown frustrated with an admiralty perceived to be placing a higher emphasis on turtling and concentration of power than in maintaining vigil over the greater Sirius sector. A frustration that would eventually reveal itself to be shared amongst a large number of junior officers.
The feelings of restlessness came to a head with the edict that the fleets of the Order return to Toledo for review by the authoritative body of the admiralty. With nearly all flights grounded as the debates on structure and objectives raged in the halls of the planet below the mounting discontent grew with a wave of muttering across the ready rooms and chow halls of the orbiting fleet.
Savoy, deciding to put career behind her loathing for a flightline of cooling snubships, put out the call through what contacts she had in search for a means of circumventing the lockdown. With no small amount of luck the scuttlebutt found its way to the ears of Lt. Simon Young, of the Sanctifierae and aid to the commanding rear admiral Rathebone. Communiques were issued and a meeting arranged.
The outline was simple, cut orders to re-instate a long patrol while the bulk of the fleet continued to maintain itself on Toledo local orbit. A group of pilots outside of the command structure who wouldn't be missed if re-assigned, a group of pilots who wanted to get their hands back in the dirt. The admiral, sympathetic and somewhat snubbed in his role of being left in space to maintain order in the fleet, consented and issued the appropriate orders for the wing to be formed and dispatched.
The Skinny
The purpose of the 42nd is to press the Order presence beyond the confines of Minor and surrounding systems, for purposes of maintaining a vigil over the four houses and border territory in an ongoing search to curb Nomadic influence and infection.
As such the nature of the endeavor encourages stealth, subterfuge and a froggy disposition over an aggressive mentality, which would likely result in a frozen Order corpse being picked over by a half dozen Bounty Hunters a couple hundred AU from the nearest friendly face.

A similar idea I had posted a few days ago, while discussing splinter factions.
For an unofficial faction, your proposal looks pretty good. Order ZoI is just about everywhere, so make sure you guys don't abuse that privilege (though I get the impression that you won't). Limiting yourselves to fighters/bombers will win you some friends.
'Nommies' are nomad guns, looted occasionally when killing nomads or Wilde. I believe it's acceptable for the Order to use them, generally (they have the researchers and knowledge to successfully reverse-engineer them). Codenames are also something to consider (almost everyone uses them).
Some of the Outcast-Alliance factions, especially the Lane Hackers and Blood Dragons, might deserve a slightly more neutral diplomacy, or at least the attempt at such (contact the leaders of the official factions). They might be allied to the Outcasts while you're allied to the Corsairs, but in some cases you may find similar goals... And it's not like you go on raids with the Corsairs. The Dragons in particular have a history of helping the Order, and their alliance with the 'casts isn't as strong as some (they dislike cardamine, for example).

-I like that you guys are sticking to fighters and bombers, last thing we need is more capships (yes, i know, i am one) in the order. Further, since you're a recon group and sticking to smaller vessels, you are still able to go into new york (order capships are no longer allowed past alaska), which means you can actually do some recon RP within the order without being yelled at by anyone (except liberty, they hate us still, regardless of ship types =)
-I think your 'mission statement' needs a bit of work. Your whole 'war' thing says you want to basically kill everyone that isnt good or human, and by order RP that's somewhat ok, but as a reconnaissance group pvp should be your last resort. Recon wings dont run in and blast things unless they've spotted something that needs to be immediately handled lest it become a larger threat to Order security later on, primarily you should be doing spy and espionage RP, at least according to the description of the group's purpose.
-Your 'faction' has some very high potential for being the order's hand within house systems. The majority of order forces - especially our capships - are stuck operating in the borderworlds because we no longer have open access to house systems (at least, not without some serious RP backing). This means we basically cant undertake any ops within liberty, rheinland, kusari, or bretonia for the most part - your recon wing on the other hand can help handle issues within the houses while we keep the majority of the order in the borderworlds dealing with alien threats.
-Please do not enter omicron 100 unless you are order tagged and ID'd, I had to explain this to one of your pilots (42|Horus) last night, but I let him pass and land because he had ticked off the Isis with a stray missile. We do not have problems with order pilots in 100 as long as they have the correct (order) tag and ID, but Horus was still using a trader ID at the time.
-If you need any help with missions, RP events, pvp, or whatever else, feel free to ask, myself and most of the other order players are more than willing to help out.

In general the order views most of the outcast allied factions as nuetral, however we are -against- cardamine use and smuggling, and with 4.85 our ID allows us to continue demanding cardamine/slaves/etc. and destroying noncompliant vessels.
For the most part, we ignore everyone who doenst attack us and who isnt infected, but we do often help corsairs out when the outcasts raid, and that has made some outcast factions a little aggressive towards us.
Personally, my character (aki kimura) has ties to both Kishiro, the blood dragons, and the golden chrysanthemums through her history in kusari before joining the order, but she doesnt exactly 'like' outcasts.

I'm going to agree with Tenacity, that -is- a might vague. However I imagine that your intention is to indicate that you meant towards those parties displaying some possible sign of infestation or trafficking in nomadic items.
The Order is a faction which, I feel, has exceptionally strong potential that isn't often felt outside of their immediate ZOI and while I've been a strong voice arguing against controlling the method by which people choose to spend their time here abouts, I do agree that the days of the Order ID being utilized as a means of being an idjit can't end soon enough.
I hope you guys pull this off! Not a lot of Order move terribly far afield, it's a slippery slope between doing it right an messing it up for everyone.
Furthermore, I'm going to go out on a limb with the name choice and hope you guys squash some space whales;)
