We are also doing preventive strikes against corsairs in sigma 13 (around JH and JG only) because they often follow victims into Rheinland which is unacceptable. Ad we are also rarely seen passing thru sigma 17 into omicron theta where are zoner facilities with interesting stuff for us.

Like Weedy said. . . If you see NPC's of the same faction flying there, so can a human of same faction.. Ya can't go wrong there...Just keep in mind it may not be the entire system, it may be just a part of one .

Clarification - right now there's not much call for Bounty Hunters up in the upper Taus - and if you are anywhere in Kusari space outside of Deshima Station - you're probably going to be in for a rude awakening. Sure, you're technically within the BH ZOI.
You're also in violation of Kusari law - and liable to be blown up by the KNF. (And no, that's not an attempt by a faction to dictate how you RP a bounty hunter.)

I was "//you are out of you ZOI" to deathed simply for having a KNF fighter at Leeds-Tau gate on the Leeds side--which is quite a challenge.
Its great to define basic ZOIs but too many want to define role play (as they see it) through them. So once they get a "definition" they can leverage it against any player they see out of it. This has happened to me dozens of times.
The problem is the Doolittle raid or Pearl Harbor could never have occured if a ZOI rule was so tight it allowed no rp.
For house authorities this is a lot more important and for bonafide capitol battle-fleets of warring factions--but there is a lot of room for role play that ZOIs might not really be adequate to define.
Why wouldn't the Hogosha strike once in awhile at a Junker base to "make an example", KNF strike Chugoku, the Wild raid into Tohoku or Chugoku or Bretonians raid Kyushu--etc., etc.?
ZoIs shouldn't be defined, because there will always be exceptions. What is the point of even defining it, then? Well, there basically is none.
ZoIs are, or really should always be, based on common sense. Does it make sense for an Outcast to be in Omicron Gamma? It depends on what is going on. Should a GC visit Alpha? Not everyday, no, but sometimes, maybe.

The hogosha, like most of kusari, are extremely isolationist - they dont like leaving their own space unless they really have to. It is unlikely that the Hogosha would ever venture -out- of kusari to attack junkers, but junkers are very likely to try and smuggle into kusari simply because... well, thats what we do. Thats why the hogosha hate us - they want full control of the kusari black market, so they attack any junkers they see in kusari, and thats the primary reason there arent any in kusari space. Its the one house junkers have no stations or any influence in.

I really dont like all the outcasts in gamma, or corsairs in alpha - the fighting needs to be done in omicron eta, thats what the system was put into the mod for, its a warzone system between those two factions. Neither of those groups is particularly keen on using stealth tactics, so they shouldnt be using spying on the enemy as an excuse to get into their home system. If you want to fight one another, meet in the middle at eta or in theta, it makes more sense =P
