missiles with large radius blast (and TCD must have large blast radius to be able to stop large ships) even is their damage is set to 0 will make NPCs angry...every explosion will.
as for reactivating engine it must do that in order to slow down ship to 80 speed. If it doesn't, ship in cruise will simply glide off if engines were killed before ship went into cruise, and thus, counter any usage of CD for stopping ships.
Also, every single ship would need to be rebalanced from the start.
Anyway, here's a thought. Maybe the explosion in the CD is designed to move the victim in a predetermined path, and the regular engines kick on to prevent it. It could be part of the mechanism that causes cruise to fail at all.
hmm, well, I don't think this is easily fixable, hardcoded most likeley...

Look, I am normally utterly against burying some ideas without arguments, having it happen to me with some cool ideas a few times. Of course we can offer arguments to try to explain it scientifically, but without blocking e-kill, everybody would just kill their engines while going 350 and you'd never stop them. It's basically just that, that is the reason why CD disrupts e-kill too. So talk away if you wish, I was just saying that the idea of removing this is probably not implementable, nor a smart thing to do.

I, for one, never really had problems with that. I've always assumed cruise disruptors cycle your engines back online, having the precise same effect on engine killing as starting your engines again. There's a good explanation for it on the wiki glossary.
For a CD to disrupt engine kill as well as cruise engine is a good pvp aspect and a good reason to use a CD instead of a Torpedo for some players.
Leave it as it is.
