Messieurs et mesdames,
Following the disturbing, deplorable, and uncooperative attitude displayed by the Kusari Government with regards the Kyushu crisis of no less than three weeks ago, and to the Gallic souls lost in containing the xeno threat within, the Kingdom of Gallia is left with no choice but to formally sever diplomatic ties with the Republic of Kusari.
The Gallic Crown's intervention on behalf of the Republic was a humanitarian mission by all accounts - an undertaking for the good of all humanity, and a united front against an alien force that wishes only to destroy. Our brave men and women were repaid with betrayal, as Republican forces took the opportunity to assist infected forces in destroying our advance squadron. The RNS Nice was lost with all hands to allied fire, as were her escort fighters. As a result of this decision, the remainder of the Royal Naval taskforce dispatched to contain the threat was left with no alternative but to engage and destroy all new hostiles in the vicinity of the anomaly, along with the alien threat itself - an act which ultimately led to the breach sealing itself prematurely, but at the cost of many dead.
The Kusari government has offered neither a satisfactory explanation nor a word of apology for its actions. Were this the result of one compromised battlegroup or fleet division, it could be overlooked - however, it appears the Republicans collaborated with the alien threat in full knowledge and control of their own faculties. This is not just a betrayal towards the Crown - it is a betrayal of the Kusari people themselves, and indeed of all humanity.
Therefore, it is with a heavy heart that the Crown is compelled to announce the following:
• Kusari nationals are hereby banned from both the Kingdom proper and all Crown territories, including the Tau-class systems of Tau-23, Tau-31, Tau-37, and Bourbonnais - more commonly known as Rishiri. Kusari military and police assets must withdraw from all joint-controlled territories at once, and cease any and all operations in border zones immediately. There are no exceptions to this edict.
• Kusari nationals currently residing within either the Kingdom proper or any Crown territory will be repatriated to their House of origin as soon as possible. Kusari nationals enlisted in the Royal Navy Foreign Legion are exempt from this.
• Transit into the Kingdom of Gallia from the Republic of Kusari or any border system - for example, from Hokkaido to Bourbonnais/Rishiri, from Kyushu to Tau-23 or Tau-29 - by any non-Gallic entity shall henceforth be limited. Those wishing to pass the border will require a suitable reason for doing so, and passage may be approved or denied as seen fit by any Crown officials on the scene.
Finally, the Kingdom expresses its deepest sympathy to those adversely affected by these new measures, and regrets that the Republic of Kusari has rebuffed attempts at an amicable resolution to this situation.
