I'll warn you in advance, I'm going to be very curt so forgive me.
Exactly how stupid does a transport captain have to be, to smuggle within our borders and in plain-sight? In a trade-lane of all things?! It's like he wanted to get caught, either he was employed by an external malefactor or your recruitment standards have long since sunk deep into the gutter.
Here's your proof, fix this. For the sake of goodwill that you have with the Republic and with me, don't let some fool under the influence of greed, either personal or external ruin those relations. If there are further infractions, I'll be involving the Government in a much more concrete sense. Don't let it come to that.

Good day Operative Reeves,
Allow me to start of with introducing myself, I am Director Frost. The Crayter Intelligence Service Director, I was asked privately to take care of this matter.
Let me just point out, I do not like your attitude towards the government board of the Republic. Infact, you're attitude stinks. You come to us with a situation, I understand that and respect it, I am thankful that you have opened up a communication channel regarding the situation. But your attitude to fix it, is not appreciated.
Now let's deal with this problem. The pilot you have caught was and is not one of our primary pilots, he is not on our records, we actually have reports of transporters going missing. This pilot you speak of has not come to any of our recruitment days, and has not come to our recruitment officer to join. The proof you have delivered is something I am not happy to be seeing, neither is the President of the Republic and her Vice.
The way you have come across to deal with this is poor regarding your position. Not only are you being rude but your behavior and your thought regarding our recruitment process show a lack of courtesy and near the brink of being rude about the situation, but you are also throwing threats out instead of resolving the issue. So let me offer you a deal in how we can proceed with securing this issue and fixing the problems.
I am not one to be spoken to with disrespect and I am not one who will allow these problems to go unsettled.
To settle this situation I have a proposal. This proposal I hope you will see clearly and not mistake any part of it to get to the bottom of this smuggler. The proposal I have in front of me wont only help now, but it will help in all future situations. I hope you remember those times that Crayterian forces had clearance to enter California and New York with assisting 5th Fleet, Liberty Navy and the primary fleet Liberty Navy in defense of Long Island Station. So what I want to offer you is assistance in finding this pilot we are declaring rogue.
The pilot of this Atlas that you have caught smuggling black market munitions is not one of ours, this ship is not on any of our records, so with that in mind allow us to assist you in finding this pilot, this ship and ceasing it. What I ask is;
1) Permission for Crayterian Military fighter and bomber crafts to enter California and New York until this pilot has been stopped, caught and arrested and the ship returned to Sabah Shipyard.
2) We authorize for Police Authority, Liberty Navy and you, Operative Reeves to arrest and detain the pilot and then send him to us so we can deal with him the traditional Crayterian way.
I would again like to remind you that changing the way you speak to allies of your Republic could change the answers you receive in return. Let me give you some advice, speak with respect, in a polite manner. This will go a long way.
I take my job very seriously, Director Frost
Let that be explanation enough for my displeasure at the sight of a Crayterian vessel smuggling black market munitions through the Capitol of Liberty in a trade lane. It's practically an insult.
The last I was informed of, is that the Crayterian Movers were an official logistics department of yours, though you've made it clear under these circumstances that they aren't. Regardless of that clarification this is still a highly troubling matter, especially with no way to trace where those weapons have gone, more importantly to whom they have gone to.
These weapons could very well be used against innocent people, so forgive me if I'm beyond livid at the sight of a foreign and allied vessel deciding to act upon the motivator of greed. Imagine if your operatives found an agent of another agency smuggling cardamine through Coronado and right past Yuma.
Under those hypothetical circumstances, I'm sure your attitude would be the exact same as mine, especially when the act endangers one's home directly.
To know this and continue to call my attitude stinky would be hypocritical
Permission for your forces to operate within the borders on a matter such as this would need government and naval approval. Though this won't be hard to get, it will take too long. Simply blockade Magellan and Cortez, I'll have our forces handle things internally should the same issue arise.
The pilot will be detained and returned to you for trial under any circumstance. That you have my word on.
My advice to you would be to find out where these weapons were headed to. That way my stinky attitude can be directed at the right parties in the form of lasers. In the future, kindly keep a record of people such as this Captain, it will go a long way in minimizing diplomatic fall out. For there are responses to this situation that are far worse than mine.
