There is no 'standard' method of who we cooperate with and how far we might have to take our reach and influence, every person has a price, a desire or a fantasy they want fulfilled, people such as this are not exactly in short supply, so long as people remain as they are and keep ticking the same way, the Agency will always have the ability to influence people far beyond our own borders.
The Agency can and will cooperate with anyone and on multiple levels, so long as these people or parties in question result in some mutually beneficial outcomes, both for the Republic and themselves, it wouldn't be a fair trade otherwise. I will state that the Agency is influential enough to have had third parties deliver Maltesian fire-arms to us rather than deliver it to their actual destinations, through neither coercion or force but through negotiation.
There is no such thing as a wall, a border or a limit to how far an operative can truly go, this is largely determined by their own decisions and the Agency prides itself on operating autonomously and granting its operatives the same level of autonomy, meaning our approaches, stances and operations are dynamic and constantly changing to better evolve according to the situation as the operative interprets it, the end goal always being the survival and betterment of the Republic and her people.
