Comm ID: Junker Congress, Deputy Arbiter Jack Crow
Location: Rochester Base
I was under the impression we were building a decent working relationship with your people. My captains have responded to Grimlys call for help and have been hard at work bringing food to Crete. In addition, they have been stimulating your economy by hauling certain items off Crete.
We have extended our hospitality to you at Yanagi. All your ships are free to use the station for refuel, repairs, and all the other amenities we have to offer. You are all free to dock at any time no questions askedever. I believe your pilots have made great profit using Yangi as a base for their.uh.salvage operations.
After all this hard work, I must report to you that two of your pilots have abused our hospitality. The bomber pilots Paco.Loco, and Jennifer Ryans violated Junker law outside Yanagi Depot. First they attacked and destroyed a Junker Congress transport. Then, one of them attacked a Junker Congress fighter guarding Yanagi. She opened fire with no warning whatsoever and when challenged, she tried to tax this fighter. These pilots are no longer welcome at or around Yanagi Depot. I dislike having to do this very much. I am very proud of the hospitality that is offered at Yanagi. Our great founder Tinkerbell worked very hard to make Yanagi a great port to be enjoyed by many diverse groups from all over Sirius. It saddens me to see our good will abused in this manner.
I hold neither the Council of Elders nor the Corsair people responsible for this action. I am certain this was the action of some misguided individuals and felt you should be aware of it.
Let me first be frank in stating that business between us has always served us both well. We work together, we both profit from the deal, we both go to our homes at the end of the journey better off for the cooperation. In the end, we both progress in the advancement of our own designs.
The Congress understands that individual rogue pilots driven mad by hunger or poverty can commit rash actions. If a reasonable handout or loan is requested, it is an accepted contingency we have prepared for in our operation. Many of our transport captains have funds dedicated to retainer fees, to ensure continued good relations through profit sharing. This is done on their behalf and little is expected in return.
What we are not prepared to accept is any challenge to our sovereignity over Yanagi's perimeter. We have all agreed to the boundaries of Junker hospitality when in our own home. We would rather leave any summary justice in regards to Corsairs in the hands of the respected Elders on Crete. But we must inform you that rogue pilots, whether they be Outcast, Corsair or even Zoner who overstep their welcome in our perimeters will be removed through all means necessary if they are seen lurking in visual range again.
We wish only for good relations and mutual benefit, but Junker personnel will be defended in their own space.
Cannot expect junker lowlifes to tell the whole story. This situation only happened, because captain of Junker Congress ship Crows nest refused to drop sensitive cargo, even though I asked to do so 3 times in a polite manner. So I destroyed his ship, with great pleasure.
The Corsairs' war with the Outcasts is no business of the Junkers, and you are free to pursue it to whatever ends you see fit. But Yanagi's perimeter is a no-fire zone, agreed to by the Elders themselves. We take part in no conflicts. In turn, you do not bring your wars to our home.
You chose to violate this in spectacular fashion; assaulting a Congress vessel in direct weapons range of the station. Had you chosen to tail the craft away from Junker civilians and your own personnel aboard Yanagi, this incident would have gone unnoted.
Your wingman then assaulted a Congress agent without warning, again right in front of the base. She then demanded money. Then a fight on even terms when she was challenged; a fight she fled immediately upon realizing a mere salvage worker was grinding a proud Cretian warrior into dust with no effort.
You and your wingman are not welcome at Yanagi. Your elders have been informed.
To me it is obvious, that the no fire zone is abused in this case. I bet that captain was thinking to himself - Ha ha, I am safe, I am hauling cardi right in front of a corsair and he cannot do anything! I am sure Elders agreed to respect this zone, thinking junkers would just sit there in garbage like they should, instead of directly aiding outcast economy.
Your train pilot was free to leave no fire zone and deal with my anger outside of it. He parked near jumphole,
but did not jump, knowing, what would happen on the other side - clearly abuse.
I am no more welcome near Yanagi, because Junker Congress wants to trade cardamine, so have to remove somebody who is not letting them to do so. All talks about no fire zone are just a weapon to achieve this goal.
So I expect Elders to act accordingly and force those liars to make me welcome again and also pay some fine for their wrongdoings.
If I recall it correct, there was a corsair adjudicator on Yanagi some time ago. Outcasts made him dissapear, moving a massive fleet in sigma 13, which helped garbage men to remember, that they are just pawns.
My ban from Yanagi would be another corsair loss in this filthy diplomatic game.
You strike me as the young idealist, still unlearned in the ways of the world. You acted rashly and now expect a black and white response.
You are exactly the type who endangers those not involved in a war, choosing ideals over reason. While some who share such views would commend your actions; the reality of the universe, and the reality surrounding us is that Junkers are everywhere, and deal in everything. We pick no sides in a conflict except our own, but we work to profit those who would profit us. And we are a damned powerful financial ally. You would do well to learn this.
You also do not tell the whole story. You had a pilot leap through the jumphole ahead. The same pilot who later attacked Agent Fawkes without warning, demanded ransom, threatened death and then fled when she realized she had a worthy opponent. Hardly a reasonable or reliable type to be dealing with on any level.
It would take a good deal of reasoning on your part to allow you near Junker operations again. The fact we deal in goods produced by factions you war with, as well as yourselves should only be of concern and dealt with if the benefits outweigh the consequences. You endangered Yanagi and the Corsairs aboard, Corsairs who have long since learned to accept our way of business because the profits are enough to ignore the bad, over a shipment of Cardamine.
You will see the bigger picture, and you will stay away from Yanagi until you do so. Or you will learn how we will prevent the rash actions of a few from impacting the lives of many.
As for Adjudicator Green Hawk, there are layers to that story beyond your comprehension. We will leave it at that there was a need for his services at the time of his appointment. The climate of the Sirius sector shifts like the sands on Pygar, and so do our priorities. I assumed his position once such a change best fitted the situation.
I have received your complaint and it is being taken under advisement by the council. It is disturbing to think about disciplining a Corsair for destroying a simple, dirty, cardimine smuggler. We shall have an answer for you soon.

If your pilots have issues with any transport, they are welcome to address them as they see fit.outside Yanagi space. As for a bomber attempting to tax a fighter guarding the station, there is simply no excuse for that.
Aside from that, it was not our intention to demand anything of you. It was a simple courtesy. If a Junker pilot had acted this way in Omicron Gamma, I would certainly appreciate being informed of it. As per the treaty, we will make arrangements for the security of Yanagi.
