I will say that after today's events, I'm feeling kind of relieved. While I wasn't sure what would happen, it's reassuring knowing that there's still sense in Liberty..
But, I'm rambling. My name is Sabrina Iltzmann, one of the passengers aboard the Barcelona and one of Ms. de la Zerda's acting officials. While it was a pleasure to meet Chief Helberg, Commander Anderson and Lieutenant Commander Taylor, I feel as if the circumstances were on the wrong foot.
For several months, to almost a year, the Republic's military arm has been doing patrols throughout Liberty space thanks to the generosity of the Fifth Fleet's admiral. While we only assumed that this generosity extended to any civilian and government ships of the Republic, we did feel that it was skirting the bounds of what we were able to achieve. Still, Ms. de la Zerda gave the direct order, and you know the rest.
I'm contacting you on the hope that maybe we could put this little issue to rest, and get back to bigger things. This transmission will be extended to both the Liberty Police and the Navy Fifth Fleet as not only were you both involved just now, but the Fifth Fleet has a gunning image of what this could entail.
I understand reasoning with what could be labeled as a 'hostile enemy force' might be unorthodox, but the Republic has nipped two former 'enemies' from the list, and Liberty would only help push that goal along.
The events of today showed me that there's still room to talk, and seeing as how the Republic, the Fleet and their affiliates do their best to keep from rattling sabres, it'd be nice to have this problem sorted.

You mentioned that you've been given permission to patrol through Liberty space by the fifth fleet. That's in itself curious because such permits ought to be shared among all the forces of Liberty and I myself haven't seen any mentions of it in the internal documentation of the LPI. Admittedly there has been some mess in the paperwork around the time Chief Mori resigned, but something that unusual would have been put to my attention regardless.
I will give you the benefit of the doubt and assume that this paperwork was indeed lost somewhere. However, before the LPI can do anything else, we're going to need a copy of that permit.

Reading through the commucation channel I noticed none of my superiors have yet replied to your message.
While reading the content, I as well did a research within my fleet's reports, where no visual nor audio evidence of the mentioned incident could be found.
Please don't take it as an offense nor a sign of disrespect, but there have been cases where people claimed to have a permission or agreement with the LPI, the LSF, the Liberty Navy's First Fleet and 5th Fleet, but were actually lacking the evidence, which was the result of a made up deception.
By no way this is an accusation of you, but more about the matter of national security and to ensure avoiding any misunderstandings and confusion.
Therefore I'd like to ask you naming the individual within the 5th Fleet, that actually gave you the permission to stay within Liberty, as well as asking you for a visual or audio evidence.
You may as well refer with a link to an agreement or license between you, your superiors or colleagues and the individual of the 5th Fleet.
Aside from this, I am sure that the government of the Republic of Liberty, as well as the Liberty Navy would be interested in negotiations with the Republic of Malta.
Sending a negotiating request towards the government is recommended, if you haven't already done so.
The less humankind is divided, the stronger we stand against the greater threats.

After having spoken with Mr. Santiago, the current Commander of the Armed Forces, he did confirm that no actual agreement was ever written down. From the way he explained it, it sounded more like an unofficial truce of sorts, which explains why this matter was never brought up with Internal Affairs.
I do want to apologize for making the false claim that there was something. I believe I have the Fleet Commander to thank for that much..
Regardless, even if the matter doesn't officially exist on paper, I believe that it can be drafted up and signed on with numerous signatures. If the idea sounds promising to the two of you, or your superiors, then I'd very much like to hear it.
Until then, I suppose I'll see what else Mr. Santiago has been keeping from me..

P.S: Regarding a transmission to the government, Mr. Armada. I have already sent a transmission some time ago, but it was met with silence. I will attempt it again with a different set of wording, and hope that it goes from there. Thank you.

I understand that as a foreigner you might be unfamiliar with the politics of Liberty so let me be as clear as I can. The Police and Navy uphold the law. You are free to traverse Liberty space as long as you do not break the law. Possession of illegal substances, which Outcasts are often found doing, illegal equipment, ships or identification all is considered breaking the law and you will be prosecuted for it.
If you're interested in applying for a special permit you have to get it through the government. There's no way around it. And, realistically speaking, I would not count on it either. But who knows.
