No matter where you build your PoB, it will always be in someone's ZoI. NPC stations will not help you to defend your PoB. Weapon platforms can be disabled or avoided completely and, most likely, NPC patrols will stop to spawn as soon as more than ~60 players are online. I wouldn't even build one in house space with inactive law enforcement. Else you pay a registration fee, maybe even divulge the location of your base on forum and invite the unlawful side to extort you again.
At any case i would avoid PoBs because the current concept is just terrible. As owner of a base you can loose everything, while the attackers have nothing to loose. If that's not an option, then join an active faction with access to a PoB and help its members to maintain it. In that case you don't need to start from scratch.
Welcome to Discovery and sad to hear you met the kind of "welcome" that makes many players turn away fast again.
If you want to have a future in this game and enjoy is, change one thing:
Accept that interaction can be negative, and that most will be. Try to accept that.
The important part is: try not to avoid interaction.
And this is why:
About 20 % of interactions are good, 5 % are really good and they (hopefully) outweigh all the idiocy/unfairness/bullying/... you will definitely encounter.
But if you say you avoid every contact, you'll not be here for long.
It's the wrong mentality.
