Konnichiwa, honorable members of the Kusari Sunrise Party. The Democratic Party of Kusari has followed through the years the Sunrise deeds, and congratulates your achievements on this recent election for the Parliament of our great House.

My name is Akihiro Kakizawa, and I have been assigned by the party secretary to initiate discussions with you about future cooperation in matters of policy, and the potential formation of a new government cabinet.

As you are aware, of the three parties who managed to acquire seats on the legislative chamber, none of them did so with a clear majority. The Sunrise Party and the DPK hold within themselves about 70% of the seats of the Parliament, and a synergy of interest and work by our teams would prove a powerful engine for Kusari.

The political program of the Sunrise party is clear and simple, and we see several points where our common interests can achieve great results. We would like to secure those results by establishing some guidelines of political cooperation.

The stance of the Sunrise Party is not diametrically opposite of the DPK, and we believe there is enough consensus to try to establish a coalition government between our parties. It is understood that the Sunrise has particular in some ministerial affairs. Should the Sunrise Party be willing to support a DPK joint government cabinet, it would not be out of question to appoint experts of the Sunrise Party to lead some of those crucial ministries.

We hope to receive a quick reply from your representatives so we can establish a basic framework for our future work.

It was a pleasant surprise to see how well fared Democratic Party of Kusari in this election. While our two formations have our differences and this caused opinionated discussions in the diet as of late, Sunrise believes cooperation can be achieved with the members of your party.

I do not doubt your party started negotiations with Honshu Unity to secure a majority in the assembly. Sunrise is not planning to interfere nor fuel the bidding. Our priority is to stabilize the catastrophic situation caused by the previous governments' notorious oversight.

Make no mistake, the situation is dire. There is no time for political rivalries if we want our House to survive in the next decades.

- In order to pacify the North and the West, our military funding must be increased. Recruitment and formation structures must be created, and veterans called back, so that they can pass they hard earned knowledge to the next generation.
- Kure shipyard personnel must be increased, financial and logistic needs fulfilled so that this shipyard increases its production by at least 235%. Small craft factories on New Tokyo and or Honshu must be upgraded as well.
- Contracts with both Keiretsus must as well be negotiated so that they agree to limit the construction of civilian craft on their shipyards, and dedicate a fair part of their production means to military gear.
- Borders with House Gallia must be reinforced. Rishiri system is a priority, to maintain our influence on Nagano system which is full of valuable resources for our industries.
- Lastly, we must reassess our influence on the Sigmas. The case of planet Hanoi and planet Kurile in particular must be clarified.

These are the priorities of Sunrise, that our formation believes to be solved without delays. Kusari economy is in good shape and requires little care for now.
We do hope the members of your political formations have had the measure of the challenge, and how close to collapse this Republic is. Vigorous action must be undertaken.

Thank you for your reply, Yoshitake-san. It has taken some time for the political committee to review the sunrise proposals, and how well they can be implemented alongside our own plans. Allow me to comment on some of them.

- It is true that the current situation is dire, and while the DPK would rather like a greater focus on the civilian aspect of our dear Kusari, the time is not right to propose cuts on military spending. At the same time, it is not wise to stress our economy to a state of total mobilization just for the sake of quelling an internal crisis.

- The Sunrise party should know the current conditions and capabilities of the Naval shipbuilding programs and facilities, and why a tripling or quadrupling of the current estimations is unfeasible, at least in a short period. Latest estimates from the KNF tell us that our military already holds a numeric advantage, and that the focus should be on improving battle readiness of new troops and crew, and improve our repair and resupply capabilities.

- Yoshitake-san, the Republic is governed by laws, not by imposing decrees. The government has no power or justification to impose limitations on corporations on how much they can do their main businesses. If we wish for the civilian contractors to produce more hardware for the military of Kusari, we must be able to purchase such increase. Same was as in Kure, investing in increased production is a prolonged affair, and it would take time to observe those wondrous results you claim we need. Increasing purchases from Kishiro and Samura would boost our production in the short term, but would leave the government without improved autonomous assets, and more dependent on debt to the corporations.

- Reinforcing wherever Kusari interests are vulnerable or in danger of hostile action is credible, but such strategical concerns best lie to the judgement of the KNF. We politicians are to perform our job and dispel the issues and pacify our opponents before the military solution enters the field.

- The DPK agrees that there is some issues in the Sigmas that the political sphere as failed to address, and that we should give it the appropriate consideration. I would like to hear more of your plans regarding this.

- Lastly, our economy has improved considerably, thanks to the efforts of previous governments of repealing draconian legislation and artificial limitations on businesses practices and investment. We should look for new solutions to our changing times, but we must retain the spirit of reform we have pursued. It would be a disservice to sacrifice the "good shape" of our economy, our better part of our society, to achieve hasty solutions.

I believe your party doesn't fully realize the gravity of the situation Kusari is currently facing. Labeling the loss of control over Kyushu and Nagano systems - not to mention the concerning social unrest caused by the Imperials in numerous population centers including New Tokyo - as a mere 'internal crisis' is a nice way to downplay this tragedy. Never in the past Kusari was so fractured and close to collapse.

Beyond the concern caused by internal criminal groups such as the Imperials and the Blood Dragons, to name the most powerful ones, we also have to account how unable Kusari currently is to defend itself against a foreign power. Is your party truly believing Gauls wouldn't annex Kusari if they had a chance?

Truly, claiming our military has a numeric advantage at the moment and does not require increased assets dotation is an incorrect conclusion caused by the very short term vision of what is at stakes. What is at stake, Akihiro-san, is the preservation of our sovereignty and the restoration of our credibility Sirius sector wide. You cannot expect Kusari to maintain its influence and to prevent foreign powers from interfering with its politics if you do not have means to exert force when it is absolutely required.

The Sunrise party welcomed many members or former members of our military. I am myself, as you certainly know, a retired member of the Naval Forces Admiralty. We are therefore very sensitive about defense related matters, and I'd be inclined to believe our vision and our conclusions are generally accurate.
I can understand your concern about maintaining a healthy economy. Sunrise didn't suggest to coerce Keiretsus into dedicating more production means. This must indeed be done by government contracts to allow Keiretsus to maintain their financial position and productivity against their foreign competitors.

Guaranteeing independence from Keiretsus when it comes to military assets production and maintenance is a laudable desire, yet rather unrealistic. Samura and Kishiro are after all involved in military procurements since centuries. You will have a hard time to find any domestic material not composed of anything produced by those two giants. Consequently, this issue is largely outdated and, given the urgent situation we are facing, irrelevant. We must use the well demonstrated expertise of the Keiretsus.
You are however probably correct using Yukawa and Yokohama to build more military assets would probably be unwise. The construction of a new dedicated shipyard or the increase of Kure's capabilities should be studied.

That said, we are perfectly aware increasing production means take times, and that the fruits of such an investment would be seen in a few years if not a few decade. The further we delay, the more difficulties our successors will face.
This effort must be done alongside with the increase of fast produced assets, such as fighters or bombers. These will allow us to repel danger in the north and in the west.

Lastly, as you fittingly noted, material is nothing without skilled men to operate them. It is also our conviction training capabilities must be increased. Skill level in the Naval Forces has been decreasing since the foundation of the Republic, while Imperials still have a core of battle proven veterans, not to mention the Blood Dragons, who know conflict since centuries. This must change. Further spending must be agreed to increase the level of the teaching provided by our academies.

I do realize our agendas still diverge significantly. It is however unwise to keep arguing on details. I propose our both formations agree to guarantee three projects that will go uncontested by the other party, so that we can come to a resolution. The remaining contention points will then require consensus after the government is formed.
