This is a formal request by the University of Cambridge to National Council of Malta. The Lords proctor of the University request that, for the purposes of an academic inquiry, a team of researchers be sent to the Maltese capital. The History of the five great sleeper ships is incomplete with the destruction of the Hispania and we therefore request that the aformentioned research team, should you choose to allow them, be granted safe passaged to your home system to further add to the knowledge the academic world has about your people, culture and history.
It should also be noted that the University is aware of the stir caused by one of it's documents released to the public. The Chancellor feels it necessary to inform you that no offence was intended, and that this expedition is partly intended to dispell any remaining rumours regarding the Maltese people.

To the administration of the University of Cambridge,
The Council agreed upon allowing a delegation of no more than five members chosen by you to visit Malta for a duration of six weeks. You will not be allowed to carry or use any mechanical devices with you on your stay. Pen and paper for your records are permitted. A place for your employees to stay shall be arranged upon request, which is to be made at least fourty eight hours before arrival.

It is requested, that a total of four (4) typewriters be allowed in, as writting everything down by hand is quite exhusting and time consuming. The University would also like to request an extension of the time period. Six weeks, while generous, is simply not enough time. We ask that a minimum of three (3) months be granted, in order to accuratly observe and study the Maltese people.
The Governers also wish to inform you that a number of electronic filters for the team will be, with the council's permission, be brought as well. Accomodation will be arranged, closer to the time.

Administrator, the request for the typewriters is granted. A prolonged stay for your team may be arranged upon the end of the initial term of six weeks. Our initial concern regarding technological devices is directed at your people's safety. The National Council is not liable for any property or personal damage that your team might sustain in their pursuit of knowledge. Some families do not enjoy being documented and it might very well be the case that someone decides you would better leave or stay forever, as it were. We shall not disallow your men to prevent themselves to coming into contact with the air, but be advised that running around with breathers will be seen as an insult and will make your work harder than it needs to be.
This is why we believe it would be easier for you to send expendable people. The National Council would pay for the men in that case, so after their use, they may serve the Contari family — a mutually beneficial agreement.
Firstly, under no circumstances will the University accept any form of payment for anyone, especially its own members. Furthermore, we maintain that no university staff member is 'expendable'. We ould also like to know if it is Illegal for breathers to be worn by offworld citizens. If acceptable, we will leave the decision to wear breathers up to the expedition members themselves.
Finally, I am Vice Chancellor, not administrator. I imagine you would not take too kindly to being called 'Assistant' or 'Secretary'.
Not forbidden, yet I would advise against it for the aforementioned reasons. If that would be all, then I am looking forward to the arrival of your party.
