I have had this idea for a new type of player Faction but not one that would reside with any specific NPC faction, it could a be a faction that would be open to anyone willing to join even new players to the server.
since all it members carrying the (CAF) tag would have civilian IDs. The purpose of this UnOfficial Faction would be to Defend the interests of new players who are setting foot in the server. So say those from Starfliers too newbies who are in traders would be defended, to Safe guard there interests against more experienced players namely pirates or terrorists who would attack them. Players upto level 40 in a fighter or upto level 60 in a trader with civi / trader ids would be defended. If called upon by navy or lawful factions who need assistance against onslaught from unlawful factions where the lawfuls are Outnumbered, then the CAF would come to there Aid at their own Discression! as the interests and safety of civilians are the primary objective of the CAF not defending a systems borders!
Newbies to the Server would be invited to join the CAF aswell as regular players, where they would recieve ongoing support and tutoring so they learn how discovery works and what is expected of them as new players in conjuction with server rules as well getting help to achieve their in game goals. As in what type of player do they want to evolve into for e.g. help becoming, understanding how to be a pirate or police officer..

Regular players who join the CAF would be encouraged to help defend civlians, since we are a Civilian Corporation we will only use Civilian Weaponry and Ships upto and including the Eagle VHF.
Being Civilians which means using only the Trader / Civilian ID a maximum level of 39 maybe reached and Carried by any CAF pilot hence No Capships or Bombers Whatsoever....

So this is all I have so far for an Idea, what do you think Honest opinions are welcomed?

please no Flaming...

N.B. The CAF would no way intend to replace the Navy or Police Factions or there said Rolls!, we would merely provide more assistance to Civilians / Civi Traders in trouble than anyone else

Intended ZOI Liberty Core systems

The angels are still here, and reasonably active...They are, if Im not mistaken, the third post on the faction status. Saw Seth Karlo on the other day.

But, I don't think the Angels actively defend anyone, they are not part of the roleplay, they're separate, so this is different.

Honestly, I think the idea of an underlevel defense force (as well as underlevel pirates etc) is a great idea, and great fun. They have been done in the past, with great success.

This sounds a lot like the 4.85 vigilante ID. Only difference is that you guys will be allying with non-vigilantes, which will be disallowed for vigilante ID.

nope purely unofficial faction made up of civis, a civilian corporation to defend civilian interests , we are also here to give civlians open arms to show them they are not alone and we are here to help em. newbies to the server would even be allowed to join straight away

Civilian IDs can't attack anyone, according to the rules...if you wanna protect newbies against pirates, maybe IC would be a more appropriate faction, or Agiera, or some other corp (but don't go haring off into nebulas/asteroids after pirates, that is just wrong).

They won't have to use civilian ID to role-play a civilian faction. Military ID would work great for what they are trying to do - it will let them engage pirates and demand contraband from smugglers.

we would not be here to demand contraband, the concept is simple really whoever harms civilians would be engaged only and within the confines of engagement rules, but if for e.g. a lane hacker flow past a CAF fighter but did not harm any civilians or the CAF then that Pirate would not be engaged!!
We are in eefect not looking seeking out a fight like the LN or LPI. Violence would be the last action we would take...
and Using a civilian Id to engage said aggressors provided there is cause is allowed according to IGISS ID Rules :

''6. ID and role-playing engagement rules

6.1 Every player must have an ID equipped on his or her ship. Players under level 40 might use Civilian IDs (basic IDs sold on every station), characters who reach level 40 must choose an NPC faction to ally and get the ID of this faction, or get a generic ID.

6.2 Out of Roleplay (OORP):
In-game tag seen before the name must match the ID as closely as possible. It is not allowed to have the tag not match ID category. For example, it is prohibited to have 'Police' tag and 'Pirate' ID.

Equipment used must match tag and ID as closely as possible. For example, it is not allowed for Corsairs to use Outcast ships and guns.

All reputations should be in accordance with the faction followed, all enemies must be red, at least during the course of a player - player combat

6.3 Carrying any unmounted IDs in player ship is prohibited. Transferring or trading IDs is also prohibited. This rule applies to everyone, including faction leaders and server administrators.

6.4 To join any server faction, player must get ID of this faction. Players that have the Civilian ID cannot become full members of any server faction.

6.5 Buying an ID does not automatically mean that player becomes part of appropriate player faction.

6.6 PvP combat is allowed only on roleplay basis. The pilot who is attacking must scan for an ID prior to the attack. Relying on general reputation status (red/neutral/green) without scanning for the ID is not allowed.

Non-RP attacks are considered PvP abuse and are sanctioned accordingly.

6.7 All PvP/RP rules listed below in section 6 are void in the following situations:

- Self-defense - level 30 limit is not active;
- Attacker and defender belong to two NPC factions that are at war (Kusari vs Bretonia, Outcasts vs Corsairs, House vs local pirates) - level 30 limit is active;
- Attacker and defender belong to two server factions that are at war (officially declared) - level 30 limit is active.
- In systems belonging to server factions and in Connecticut - level 30 limit is not active;

6.8 Civilian ID that is given to beginning players allows them to attack:

- For players below level 30: players of similar level below level 30, or any players above level 30.
- For players between level 30 and 39: any players of level 30 and above.
- For players of level 40 and higher: using Civilian ID is illegal, no PvP allowed.

With all due respect a military ID would give the wrong signals as to our purpose, And Would make us seem more aggresive than what we really are.
Do you see what I mean ?
