Honored leaders of the NovaPG and stewards of the Tau-63 sector...
The Consortium Airwatch again humbly requests temporary use of the drydock facilities on your Mito shipyards in Tau-63 for the fabrication of new warships for use by our tactical units. In this case, we seek to produce a limited number of modified Talarca class cruisers optimised for system defense purposes in Hokkaido and Kyushu.
You may recall a previous request for similar reasons, though in this case we will require a more significant amount of time and use of your facilities. Again, Mito is the only substancial drydock facility inside our juristiction, until the GC complete Takada shipyards in Tau-65.
Now, the Consortium intends to commission a new Talarca class cruiser hull for our own use. This cruiser will be under GC identification like all Consortium warships, and will likewise be under the same juristictional command paramaters. We are fully capable of providing our own funding, supplies, personell, and logistics to build said vessel. The only problem is that we have nowhere to put all the pieces together.
So, we are requesting use of one of your drydocks for the time it will take to fabricate the vessel, which will be commissioned as \CS\-[CL-002] (official name pending). We will provide all other materials and personell nessesscary to accomplish the manufacturing. The vessel will not precisely adhere to the same arrangement as a baseline configuration version, so we will have to ship in our own technology to install during the construction process.
Therefore, we would also request that our logistics vessels be allowed access to the shipyard for the purposes of Delivery of cargo and raw materials for the construction of the vessel. As a gesture of goodwill, we will also be willing to deliver any other critical supplies to Mito for Dragon use if you so require it.
Given, it will take some time to accumulate the nessesscary funds and hardware to build the vessel, plus the actual construction time which is estimated at about one week.

I have no problems with that. Your privacy is valued and I have no reason to violate the trust between our two factions. Recording devices will be disabled and our personell will be kept in restricted areas. They are fully obediant, so there should be no problems.

Because this is a big and confusing list, I would request that all Consortium merchant ships, and me, post here on the delivery status (Please include confirmation of Cargo, but visually record it AWAY from Mito) so that we all know what we have and when. Construction will commence as soon as the required componants are in place, and should complete in a week at the most.

Hmmmm, well well It seems that you are in further need of my services. Very well. As you know, my smuggling operations span most of the Sirius sector; acquiring these supplies will be very easy for my transport ships. However this will take some time, as you have a rather large list of equipment and raw materials. I am assuming that besides your personal transports, that my Ring is providing the next major source of materials and supplies to you. Therefore, I do not expect any hostility to my transports from the Dragons. If however, a non-factionized Dragon does for some ridiculous reason decide to open fire on any of my ships, I will simply hand over their name to you. I can only imagine what you would do to him. Anyways, where was I. Oh, do expect my ships to continue bringing in your other requested supplies such as light arms and cardamine and of course some luxury goods for the GC girls.
Due to the sensitive nature of this though, I will order my approaching transports to physically disconnect their black boxes from the computers before entering sensor range of the Chugoku side of the hole. That will both insure the safety and secrecy of the base.
Also please look at the latest shipment of weapons I brought in to Ainu, I managed to get some Daumann Devastators.

I will assume, based on previous encounters with him that he is a trustworthy 'merchant' and Consortium contractor and will have no problems with supply delivery. He will follow our instructions regarding your delivery policies as will all official Consortium merchant traffic.
Speaking of which, I would like to know if there are any special policies aside from disabling of recording equipment regarding merchant traffic delivering the required supplies and Cargoes to Mito? I want to be sure no problems arise in the logistics of supply delivery.

The supply requisition list has been upgraded.
We have most of the raw materials delivered and the inital superstructure of the ship is complete, and we have begun installing exterior hull plating and some of the electrical circuitry, with the copper and silver now usable for wiring.
However, we still need additional deliveries of basic alloy for assembely of the interior structure and pressure hull, as well as the Engine componants and optronic componants. We need to assemble the engine housing around the primary thrust array at the same time, or else the plasma turbines won't fit into the superstructure. To do that, we need the construction machinery.
Construction is about 50% complete on the forward structure, but we still need to assemble the life support, and install the PHX hull plating around the aft portion of the ship. Weapons systems are being assembled seperately, though we need the construction machinery and optronics to start pre-assembely of the on-board repair equipment and whatnot. Not to mention the installation of the larger modular componants.
A final note, the agreed upon name for this vessel is \CS\-Abyss[CL-02]. Hopefully, it will be operational within the week, assuming the deliveries keep up as scheduled.
