on your request, I am responding to this issue as it has become a matter of militaristic activities. To introduce myself, my name is Helena Wunderbring, leader and founder of the Weiße Rose Widerstandsbewegung and co-founder of the PNR. In case you wonder why I haven't been your first contact person, I leave diplomatic matters in the hands of my very capable activists.
Herr Lichter was not supposed to be involved into these shipments in the first place, so there is no issue. As soon as we get our hands on the devices, we can deliver them to your preferred destination.
As stated before, the Weiße Rose wishes to uphold the promises made in the Sigma Alliance treaty in the VWA's place. This is a vice-versa deal where the side of the Blood Dragons will profit equally, while not being able to provide you with self-made ships, we are ready to provide you with the available equipment we have and might have in the future. There is no need to lobby us into the treaty, though. The VWA's control over the Bundschuh movement has been declared void by the several minority groups within the Bundschuh, such as us. No leadership means no control.
A personal meeting can be arranged, any further conversations can be held in Rheinland, preferably near Bruchsal, or Kyoto. Two strongholds. The conversation would be held by me. I cannot tell who is going to escort me but that shouldn't be needed. Concerning the location of that i am currently sending transmissions - i have came to a conclusion that meeting on Bruchsal will be the best for both of us; also, Wunderbring-san, don't count my offer of providing additional security as an attempt to put your security measures to the doubt. I certainly have a trust in it, but it's rather to keep the unwanted visitors away from our listening to our coversation and it's conclusions.
