My mistake - I see where the confusion is coming from.
It's part of a wider murder-mystery story I'm trying to create around a spyglass Mrk1 battleship. There's a whole lot of RP I've created forumside and I was eventually going to SRP the ship if Hellfire okayed it and I could get all the relevant RP together, as an event ship people could fight to have tag with them. It was a pretty complex idea that I finally decided to make real, and I think we talked back in may over whether it was possible or not. Basically I wanted to see if player-made event ships were possible, but beyond that I just wanted to compose the story of a ghost ship.
I've been steadily RPing the ship into existence since frankfurt - and it's been sitting in Conn for the most part. I wanted to take it ingame so I could get screens, and maybe possible encounters that could feed into the story. Since there was no appropriate ID I could use before the ship was SRP'd, I decided to use RM as it was the closest approximation. I have to use the Arbiter as it's the only reasonably interesting ship with a reference to the old Spyglass battleship in its infocard.
I wasn't aware that using ships not compatible with your ID was sanctionable, just discouraged. That might just be a mistake on my part. If you like, I can send you the full lore-list document containing everything I have on the ship. I'm not sure how many k text it is, but it's quite a lot. I've done indie MND RP, RP with BDM official, and used my faction to make some RP as it made for a good Ingame event source (tracking down the source of the mysterious signals, etc), for unusual RP logging.
I didn't mean to offend or troll anyone with this. However I'd like to see how the project can continue so I can log the ship before I feel the SRP is ready to send. I want the story absolutely airtight.
One solution would be to give the ship an SRP ID right now which allows the ship to behave under MND ID rules, but with no tech cells (so no guns) and bind it to operating only in Rheinland until the actual SRP is sent. That would allow me to pootle around in the ship creating interesting situations for people whilst the story of the ship is still being developed. Another alternative is to just keep it in Bastille until I send the SRP, but it means I won't be able to do any more antics with BDM or with anyone else on the main server until the ship lore is airtight. Which would be less fun, but I could live with it.
This is kinda' a long-term project for me here and my major time investment.

I don't think that list is comprehensive - there's probably a little bit more floating around, but it should show that the ship is its own thing. I'm trying to create lore about an asset that was once in Disco and isn't anymore, but is still in the Discovery canon. That's the size of it.
To clarify, the sanctions of this type are processed due to actions that are considered ''oorp'' in order to get this combination. We have sanctioned players before who are using, for example, nomad gear on Freelancer IDed ships. Not because the tech cell, but rather than there is no physical way you can obtain this combination without restarting a character to transfer you the equipment.
Your case is the same with your current ID being hostile to the faction who owns the ship and which is sold only on their bases.
This is the reason why SRPs are made before obtaining the combinations you intent on using.
Given your links, you will need to allow us to discuss what to do with your ship. I would strongly recommend leaving it where it is and submitting an actual SRP request for the ID if you wish to continue using this ship ingame.

I suppose that's inevitable with how the RP is being done. I'm starting with the product and then working back -towards- the origin - because that's the mystery. The whole thing is about trying to sleuth out if something is supernatural or not about this ship which crops up every so often with all its crew missing - like the marie celeste. So there was no other way to obtain it other than doing some funny buisness with the HF ID, a Zoner ID, and an RM ID in sequence (that's how I did it, by the way - but for most of its lifetime it's been sitting in Con, outside the RP environment entirely). This isn't a goal-based project where the end result is to get a whack ship. It's almost like I'm trying to start with the ship and use that to create mystery stories.
I guess I'll double down and try to get the SRP out of the gate sooner than I'd calculated for. The ship needs to be flying around doing things for it to work. I'll re-factor my forum time accordingly.
OFL chat has discussed the issue and apparently this is pretty bogus. There have been multiple examples of ships that have done this in the past without being sanctioned. Order ships require restarting LN first for Order guardians, etc. Wilde do the same thing frequently. It's not as if I had a freelancer ID'd nomad.
Please consider undoing this. I was going to chart encounters and use emergent RP progression. Now I'm stuck scripting everything if the ship can't physically exist. Which will be boring. I'm doing this for fun, with the ship as a narrative device, not for shiny cannons. This is what we have the techchart for, after all.
I want to tell a story that will become a fairly weaksauce story if the main narrative propeller is stuck in Sillyville.
Your examples have existing non-10% techcells for the gear you mentioned. These factions have limited amount of sellpoints for ships and thus are expected to oorply set up ships that are otherwise sold on bases hostile to them as long as they have an actual tech cell for it.
The RM ID does not have a tech cell for Hellfire Legion, whose battleships are not even buyable with the non-official faction ID.
Your argument is mute.

The ongoing discussion in the OFL chat has given a good insight as to what is wrong with the current interpretation of the server rules by the community and an amendment to it is being worked out as we speak.
Your ship has been set back in Frankfurt. With the plannet interpretation of the server rules, your current ID/Ship combo is not restricted by any existing server rule.
