The recent set of events has in-fact weakened the Army as per your suspicion. We are looking to our allies for aid in various fields, those can be specified as the Army is currently re-asserting control over the Volksrevolution populous. As for the matter of Council deliveries of chemicals, that is confirmed by the Army. Regular exchanges for Blood diamonds have been in order. The agreement does not extend to the House of Bretonia, and Bretonian vessels are terminated with extreme prejudice should they be found in a similar manner. Council vessels however, are permitted.

The Volksrevolution on multiple occasions has attempted to reach a state of non-aggression and cooperation, but all attempts until now to do so have been met with betrayal. The Union has a long history of very open cooperation with the Corsair Empire both on a military and logistical scale.
The Bretonian and Rheinland cooperative trade will cease to exist soon enough, Rheinland has begun to look to Gallia as it's main supplier of mandated trade hardware. EFL has already begun to construct a Jumpgate within the Frankfurt system. I can only assume that if they find it more feasible than cooperation with Ageria, Rheinland will find itself being Gallia's vessel. From here on, you could begin to understand why Bretonia would be reluctant to cooperate with them.
What has me more intrigued is the situation in Omega-49, the Volksrevolution has no place in the matter formally based on our treaty with the SCRA. However that won't stop me from investigating the stances of others that live in the region, such as yourself.
