Konbanwa:
While perusing the old documents our units came across this, where Nito Kaisa Sanada Junko requests a short sabbatical leave. Further follow up shows that she has not responded to any roll call for the last 12 months 16 days.
Our offices have not been informed on this matter. The admiralty is directly responsible for keeping track of a member of the Kusari Navy of Nito Kaisa rank. We request a status update.
Be informed that Sanada Junko is on AWOL status for the time being, and a headhunt order has been issued. She's to be detained wherever she's seen and handed over to the Tokkeitai.
Moreover, in order to find the ones responsible for this dereliction of duty there'll be further investigation. If any one of you want to step forward and admit a mistake it will save us the trouble.

Agent Gaikotsu,
the Admiralty has received your report, and confirms that Nito Kaisa Sanada Junko official leave has expired, putting her in AWOL status. The Admiralty is issuing a Summons of the officer to report to duty and answer the inquest on her prolonged absence.
The Admiralty is requesting the Tokkeitai to investigate the whereabouts of officer Sanada these past months, so as to grasp the full picture of the situation. Furthermore, if the Tokubetsu-keibi-tai happen to find the officer in question before she appears at her post, ensure that her priority is just that. NO detention, no prolonged interrogation in cells or whatnot, no drug administration. You are to bring her to the Admiralty HQ in Matsue, post haste!
Moreover, your misdirected suspicions that someone within the Naval Forces is actively conspiring to incite their officer from shirking from duties are concerning. In my personal view, it's nonsense.
If by any chance you happen to find any misconduct from enlisted officers during the course of their duties, we are eager to analyze any reports and evidence on the matter.
Should such case involve a high ranking officer, even those belonging to the Admiralty, you are urged to present the findings directly to the Ministry of Defense so that proper sanctions can be enacted.

Konbanwa:
Kaisho-ho Katsuo Shimoe-san, your requests will be considered by the Tokkeitai. However, we have to inform you that we'd consider these requests more carefully if you were not already twelve months late with your concern for the disapperance of our Nito Kaisa.
You are aware that our units already answer directly to the Ministry of Defence. Such is the way things have always been in order to ensure the wellbeing of our naval forces, and in consequence, our great nation. There is no need to remind you that corruption can take root anywhere along the chain of command and we have already suffered a series of quite disturbing events regarding this in the past few years. Like nomads. Nomads and infected admirals.
As Tokkeitai, it's our duty to suspect, just as it is your duty to come clean. We suggest running your own investigation on this matter if you're able. This could be a simple matter of forgetting to record a mundane event like a resignation, or something more troublesome. We are not ruling out any possibilities while the investiagion continues. You'll be informed once we reach a satisfactory conclusion. Meanwhile, we ask that you, your fellow admirals and your staff to help us as much as you are able.
Besides these, you're reminded that this is Tokkeitai matter and you are requested to not intervene in the case of her recovery and immediately transfer her to the custody of our units. We took the liberty of informing the necessary elements within our navy of this decision already. This is to ensure the safety of Sanada Junko first and foremost. We assure you that neither the Admiralty nor Sanada Junko will be treated unjustly.

Agent Gaikotsu,
The Admiralty has issued a formal summon of the absent officer. The good news is that she was capable to answer the request. The less fortunate news is that she did so well beyond the required deadline, and seems unable (or unwilling) to resume her duties as soon as requested.
In face of this situation, it's my personal opinion that the Admiralty will find no issue that the Tokkeitai take the needed actions to put Officer Junko Sanada under custody, and do a thorough interrogation of the officer, before further decision about her place in the Kusari Naval Forces are concluded.
Should it be necessary, you can make the necessary diligence with Bretonian authorities about her whereabouts and arrest.
