As our friends in Liberty have told us, your bunch brings harmony for our waters.
So we've asked here and there and found out ye' are some kind of ex-navy, lookin' to better the Liberty itself...so here we are, contactin' ye' to find out exactly what will be yer main goal 'ere and how would you treat one of ours?
As i'm pretty sure ye' all are well aware of what we Rogues do in general, so i hope this doesn't get in yer way 'ere.
Now would y'all be so kind and tell us, could we treat, erm enemies of Liberty err enemies, or we could start makin' Liberty Great again 'eh?

I am not sure what position an "Underboss" is and if that puts you high up in your gang but it's nothing that matters right now. As far as we are concerned the Lane Hackers seem to care for most of your gangs but I don't see why I should.
Unless you managed to unite some of those gangs and bring some order into them I don't see you making more than a dent into the Navy's operations. And that is exactly what we have to do if we want to make "Liberty great again" as you put it.
What can you offer? So far all we share is a common cooperation with the Lane Hackers it seems.

So let's see, what position does my rank put me in?
To be put simply...I'm washing my boss's dirty laundry and doin' the same work as him, only that he gets the final say in stuff you see? You can still consider me a Boss y'see?
Now to skip them enlargements of my masculine parts over this communication, i'm pretty sure we could help one-another.
As we see 'em squadrons sprawlin' up faster than mice can reproduce...Of course i'm talkin' 'bout the third, fourth, fifth, sixth, seventh, can't even keep the track of 'em Navy boyos anymore. Yet alone talkin' 'bout 'em Police officers and Bounty 'unters alike.
So what i'm proposin' 'ere is we could really use yer enourmous firepower, to help us clear the fronts, aswell to take down some of 'em stations sprawlin' up here and there. They can be quite a nuisance in terms o' our...erm, business.
In return, we can offer y'all sanctuary, some more advanced repairs from our finest shipyards, along with our firepower support.
Also seein' yer big ships roamin' around, we'd gladly return ye' a favor in terms of H-Fuel for ye' big arse engines!
In the future, we'd see how you behave on our turf, do we successfully deal with the vermin problem or not, heck we could even take our relationship even further. We have alot to offer y'all, you can trust me on this.

Of course you would like to use our expertise and equipment. That is rather obvious. And if I hadn't received reports about some rogue gangs being actually helpful in taking down enemy combat groups I would probably not talk to you.
I don't quite trust that your people are capable of anything more than basic repairs at this point. Though I can imagine you're able to steal enough fuel for some time.
Until then I don't think I would risk my people openly sending ships to support you. If I see you proving that I should consider that I imagine a chance of at least fighting together. I have to admit at least some installations we heard of are in favorable raiding spots.
I'm going to get straight to the punchline,
what my boy here was trying to say is that
we're offering to be your friend in that dark
place where you don't seem to have all that
many. Don't get me wrong, the Professors
have most things covered and are likely to
be better at assisting in your technical crap
however we own the underworld in Liberty.
You want a supplier that can literally get you
anything you need then that's our angle that
we are offering. D isn't the exactly a man of
fluent relatable attributes but he does know
how to rally the boys into believing they can
do the impossible like take on the Navy.
Essentially what I am saying is that we're
not just some bottom feeders who aren't
anyone, we're not just someone you can
ignore. We are everywhere in Liberty
and certainly a potential great friend
in the case of direction for your
mission objective. Take a few
moments to think this over,
I've been around a while.
You've got our attention. Friends in low places can always be useful, but to be entirely honest, what really works for us is the offer of more bodies to throw at the Navy. Contacts, supplies, all are useful, but our biggest strain is the weight of numbers arrayed against us.
As such, so long as the rogues assist our ships in combat, and do not interfere with our operations in a harmful manner, the favor will be returned. Call it a test to determine the survivability of an alliance between the Separatists and the Rogues. Additionally, as a show of faith we would like to request docking access to better facilitate our operations across Liberty.
