I have an urgent matter that we need to discuss. While moving the newest addition to the Kijima fleet, I encountered a capital vessel and it's escort belonging to the Forlorn outside of Kyoto base, Chugoku.
I was shocked to see the ships as you can imagine and immediately asked why and what they were doing there. They were not very receptive of my presence and claimed to have permission to be in the area from an unknown clan. Shortly after the Amaterasu arrived as backup and they left with haste, however I imagine that if back had not arrived I would have found myself having to repair my new ship after destroying them.
Another incident also occurred and concerns me a transport under my banner was also attacked enroute to Kyoto by a Kusari naval pilot and an unidentified ally, luckily there was a passing Dragon who fought them off long enough the ship to dock. Two breaches into the home of the Shogun in such a short time cannot be tolerated and I have moved my clans fleet accordingly to assist in the security and defence of our home. Please get back to me as soon as possible to advise on the situation.

There are loose records of the Forlorn having worked with the previous Shogun, however, none of these reports are substantial enough to base an alliance or capital approval on. Regardless of what clan they said they had permission on, the Shogun himself resides on Kyoto and his authority is absolute on this matter. Your fleets are welcome to use the facilities on Kyoto base but be aware that Mito Shipyards is still off-limits to all clans. Your clan isn't requested to station within Chugoku as the imperial fleet should be capable of removing any threats that close. Still your support has been noted by the Shogun and you have been given clearance to destroy any forlorn vessels larger than a gunboat that come into Chugoku. You are however under strict instruction to welcome and provide traditional diplomatic niceties to any Forlorn vessels of gunboat class and smaller, this includes transports. It looks like you made it clear that gajin capital vessels are not welcome within Chugoku and it seems as if they complied. Let us hope that we can foster a peaceful and cooperative relationship with this group.
As for the other incident, I am not concerned by this very much, yes we have seen an influx of random stragglers into Chugoku but the vast asteroid fields have kept them lost and distant from Kyoto. The scans that the operation team on Kyoto can obtain through the interference usually show that the vessels have died due to collision or attrition. Either way, this increase in lost knf pilots has done nothing but provide us with useful scrap material.
