I've been informed, through my sources in the Ministry of Truth, that your Augus clan has been attempting to sell Volgograd Ordnance munitions, intended for their personal deployment and usage, to third parties. Naturally, this is quite a concern to the Coalition. Even though we have confirmed that the entities being marketed to are by no means hostile to the Coalition, the matter of principle stands.
The Coalition does not discriminate between subsections of the Blood Dragon political apparatus -- we treat you as a single polity within the Kusarian sphere, not as separate clans. As such the actions of your one group reflect upon all. As such the following decision might shock the majority of you.
The Blood Dragons' VISA into New Moscow for the purposes of trade is hereby suspended until the end of this month. Attempts to enter New Moscow by the Blood Dragons, of any affiliation, will be met with the appropriate response.
Volgograd Industrial transports will still ship Ordnance to Kyoto, for distribution to other Blood Dragon sections, as per usual operations. Clan Augus is not to be distributed any weapons from these shipments, however, until the end of the month.

Our agent had agreed to the deal involving the Unione Corse. As far as I'm concerned, that deal's a deal and there's no harm in it. What I do have an issue with, is that apparently your Augus Clan had then proceeded to make a deal with the group known as Auxesia, with the hardware that they had initially acquired.
You can see how this secondhand planning could be a bit of a trust issue. I'd like an explanation, before this ends up becoming a long-term drag on cooperation between the Dragons and the Coalition.

It's been a while since the initial encounter in space of Omicron Delta, and plenty of unpleasant events happened since that time. But Dragon have never forgotten your proposition, and it came time to turn to you since our 'allies' becoming more and more questionable and we are slowly loosing our faith in them. As far as i understand - you utilise some of the technologies similiar to Order ones, maybe even more advanced.
Still, i have a few questions before we proceed to the conditions of our cooperation.
What mostly concernes me is if you have the access to technology capable of detection of the Incubi and how successful it have been before, have it been tested earlier on?

I must confess I honestly had no expectations of hearing from you or The Dragons. I've become accustomed to years of conflict and manipulation caused by your aforementioned associates, and the default expectation was another declaration of war.

As thorough as we may be, scans, interrogations and cooperation with equally effective assets will not always guarantee that an agent of the Nomads has been exposed. It's not totally uncommon that you may find individuals who have chosen to work with their species without giving their bodies as a vassal to an incubi. There are subtle tells that many of these agents have, which personnel must be informed of in order to warrant further investigation. Equipment usage, refusing to identify themselves, damaged or jammed transponders, unidentified propulsion systems, organic bio-matter being integrated into their equipment, their choice in associates, and their behavior around others. Most agents usually intend on creating chaos and causing turmoil among the local elements, and will likely be attempting to provoke conflict in neutral areas, then capitalize on the weakened and confused locals with an assault.
We have previously utilized our methods when verifying the status of a potential infectee known as Maren, including a follow-up investigation of their vessel for any tell-tale signs of being an agent of the Nomads. Many of those 'agents' are religious fanatics, much like The Commune. They keep trinkets of worship close by, out of sight and out of mind. The individual whom I assume your speaking of is Magaera, correct? The possibility was already brought to my attention that they may be compromised, but if you've found a resolution that doesn't warrant our involvement then I'm glad.
The facility known as Heaven's Gate is and always was a fortress. It's well fortified, well guarded, and in an area that's contested by your movement, The Kusarian Government and The Order. This makes our involvement much more difficult.
As I'm sure you're acutely aware of by now, we haven't been on good terms with The Order for a very long time. Our conflict with them has always been a back and forth spat over nothing, and it's only gotten worse the longer it dragged out. Defectors from the Order have left with testimonies against their leader, and I'm not looking to divide your relationship with The Order as a whole. I'd rather you be aware of your friends instead. There is already trouble brewing in their ranks and has been for a long time, and it's slowly boiling over. Jeopardizing your relationship with them will further destabilize the Tohoku situation and make taking action significantly more difficult for all of us.
But... I cannot in good conscience risk another situation like this. There was a time where we were aiding the locals of Coronado against a similar menace to the occupants of Heaven's Gate, which were pushing into the Independent Worlds and massacring the Crayterians. We stepped in and offered our full assistance, risking our lives for the sake of theirs. We had become the thin line that shielded the area until we could disable their entry point for further study into alien technology. At this point in time, The Order deployed a fleet and forced us out, attacked our forces and convinced the Crayterians to turn on us. We were stabbed in the back whilst only trying to help, and falsely accused of initiating an assault on The Order.
Those accusations were later refuted, as the individual who made them left The Order with his vessel not long after their operation was completed. They needlessly risked the lives of multiple vessels to rescue one person from the infectees, and if you are as well versed as I or anyone else is, you know that spending an extended period of time behind alien lines subjects you to infestation or subjugation. They later released the individual back into the public, into a position of power within The Republic, unchecked. During this time, the wanton use of their resources was brought into question by various members of their organization. Two vessels - The Amenhotep, and the Razgriz of their Horus Division, chose to leave their ranks in response to being put in the line of fire needlessly to rescue an Overwatch Admiral's distant relative.
I cannot and will not risk another situation where reassurances of neutrality are turned against us, leaving us vulnerable to another backstabbing by friends of their organization. Whilst I and the Inner Phalanx appreciate the offer of Coalition munitions, I believe they'll be better suited in your hands for operations against the Infectees and the Republic of Kusari. Keep your resources for yourself and your people, as they're better suited for you.
At this time however, beyond the cooperation with my investigation as I had entered Okinawa in search of a dangerous asset, there has been little reason for me to trust that a similar situation to Coronado will not occur if we deployed to assist you. There is only so many times one can offer out a helping hand and have someone plunge a knife into it, before they stop helping entirely. As much as your reassurance may mean to you, this talk of cooperation is still fresh to me. Do not take it as an insult to the integrity of your Clan or the Dragons, but rather as us being overly cautious. We've been in this situation before.
I am perfectly aware that Auxesia and The Order were not too fond of each other for the recent years and you may have your own reasons not to trust them - now, being aware of the unpleasant accident of the past. However, history knows immense amount of worst enemies eventually fighting side by side when encountering a mutual enemy, and, i believe, both of you will be able to cease your hostilities towards each other there, in Tohoku.
Not to mention the fact that in Coronado The Order never had any ties towards the inhabitants of this system, while Dragons have been fighting back to back with them for almost a half of the century, and in process of this struggle, we have developed mutual respect.
Binded with The Order by honor, we will allow no internal struggles in the face of the ancient darkness that appears to be our mutual enemy.
This might be the start of eventual warming up between Auxesia and The Order.
Besides, no Order military personel is stationed around Heaven's Gate, mainly they are responsible for the maintenance of local sensor network designated to detect any unwanted guests before they end up knocking on our front door.
I understand, however, that i have no rights to push anything on you and Auxesia alike, however, i see a potential opportunity for The Order and Auxesia to finally put firearms aside and overlook their relationship, starting with no-fire treaty in Tohoku, that may be a start for further, better relationship between your factions.

Can you confirm if this is a statement of you offering the aforementioned "Auxesia" Volgograd Ordinance or are you merely stating that your clan may be capable of such actions and have already prepared shipments to other allies?

I hope this clears up the misunderstanding regarding Volgograd ordinance, however, this is the first time I have ever heard of such group. What is the Coalitions relationship with "Auxesia" and do you believe them to be a worthy ally of the Shogunate, or have we made a mistake in contacting them?

These Auxesia characters are an interesting and enigmatic sort. The Coalition has had a bit of friction with them in the past, regarding materials of sensitive nature. Their long-term agenda's a bit difficult to really quantify at times, and they can be quite paranoid. We've started to make some low-level understandings with their organization but it's far from concrete.
I wouldn't know based off of what I have at hand, if the Shogunate continuing to make their own advances towards Auxesia would be beneficial. There's a lot of factors that go into less ideologically-motivated alliances, a lot of cases where practical gain and loss have to be assessed. If nothing else I'd advise you tread with caution, and avoid getting caught in something you might not be able to control.
Getting back onto the main issue. I see how this series of plans within the Blood Dragon leadership have ended up getting us to this point. It's best for everyone if we just dispatch this misunderstanding of ordnance usage to the past, and continue the fight for popular government on a respected footing.
I'd figure that we can terminate this temporary embargo a bit ahead of schedule. Tomorrow at the earliest -- it takes some time for orders to filter through to Border Control. VI also needs the time to reintegrate Chugoku into their flight plans.

Your warning although vague has been noted, that said at the very least I can assume that yourself and these "Auxesia" have some form of shared intel, otherwise this conversation would not have happened. If the coalition is happy to work with them to this extent then I see no reason why the Blood Dragons wouldn't do the same. I would like to point out these statements that have come from this mutual contact of ours:

I am currently unaware of any such issues within the Order Overwatch, do you have any information on this? It is crucial that we obtain as much knowledge as possible around these claims as The Shogunate relies heavily on order support and I would not have the Shogun back the wrong horse, if at all possible.
As for re-entry of Chugoku, your pilots are once again welcome however I would like to be informed of any deliveries made to Kyoto over the coming days if this is possible.
