I was just reading through the recent sanctions and this caught my eye. I am not trying to contest this ruling in the least I'm just trying to understand some of the details. Leaving on thrusters is considered fleeing?
Also I thought you could chase, hence the other part of the rule:

Yes, I think it is considered fleeing. I have fled on thrusters and they left me alone because they saw that i was fleeing.
It would be hard to tell if the person was actually fleeing. I think that people should say weather or not you're fleeing. That way it would be more clear.

Thrusting out of range, around 10k or more, is safe to say the other person has fled. Docking, jumping, or taking a trade lane is also considered fleeing.
Fighters/bombers thrust at 200, while capitals thrust at around 140. If the fighter/bomber chooses to thrust out of the capital's range, the capital can only possibly catch up by cruising, due to the differing thrust speeds. Cruising during a fight, however, is considered fleeing. So, technically, if the capital cruises to catch up to the thrusting opponent, the capital has fled and -cannot- engage the player for 4 hours.
According to the quoted rule, "fleeing" is defined as the situation in which one engaged participant engages cruise or docks. Nothing about thrusters. Ergo, if one is flying a VHF and choses to disengage from a cruiser on thrusters, no one has yet "fled", and said cruiser is not justified in engaging thrusters to catch said VHF.
Quite simply, never hit cruise unless you intend to leave the fight.

It has been discussed by the admins, that once you are out of scanner range, regardless of how you got there, whether it be thrusting, cruising, taking a trade lane, you have fled the battle.
I just can't be arsed to look it up right now, but I am positive that's what was decided.

Using a tradelane is docking, anyway...
but retreating out of scanner range...I agree...you really don't need to go that far (the exception is massed battles where two "fights" drift over 14k from each other, that can be unavoidable).
