Respected Junker Congress, I am Kyle Vaughn, and I present to you with a request, or rather a favor. I have recently met a person in need for a drydock, and I thought about the one in Puerto Rico. Of course, nothing is done without a price, but I just need a working drydock and a handful of engineers, the rest I'll handle.
The ship in need for such a drydock is...well. A Zoner Aquilon. I can vouch that its no dangerous person, and if something happens, I will take the responsibilities. If you are interested or willing to lend a fellow independent Junker a hand, this would be the best moment.

Howdy there, Mister Vaughn! My name's Sandra Carter, an' I reckon since none've the other Congress've answered yer communication, I'd go ahead an' see what's what with this situation.
So, yer an independent Junker've sorts? I can't say I've heard've 'ya before, Mister Vaughn, but I reckon that's what introductions'r fer.
I'm a lil' bit curious, though. What's got'cha needin' 'ta ask fer an Aquilon 'ta mosey on inta' the dockyards've Puerto Rico? I'll admit, our home system is fairly spacious an' quiet, but thanks 'ta the Rift, frequent maintenance've vessels within is necessary.
From what I understand, Aquilons'r... What, Zoner Carriers? I don' reckon the Junkers'd see any trouble from Zoners, but I've gotta ask: Who's the commander've this Aquilon? Why do they need'a Carrier, anyways? Are they like, in exile'r somethin'? Y'ain't even given us a name've the captain yet, so I can't exactly do any research on who's askin' fer what an' why.

We've had a lot've interestin' things goin' on in our neighborhood, recently. So, I'd appreciate knowin' why an Aquilon needs 'ta be in the neighborhood've Puerto Rico. Nearby Bering is a hot political time bomb waitin'ta go off, an' the jump connection in Puerto Rico 'ta New Hampshire's got a gosh darn Security Force outpost loomin' nearby. Gettin' an Aquilon inta' Puerto Rico'd likely draw some attention.

Who commands this Aquilon?
Why're they lookin' 'ta bunk with us?
Is this gonna draw any negative attention?
S'this vessel prepared 'ta keep itself maintained, or would we be compensated?
Oh an', ya'll know Vieques Shipyard's a little shambly, right? Jus' throwin' that out there.
Jus' so 'ya know Mister Vaughn, I ain't in charge've grantin' clearance 'ta non-Junker capital assets to enter Puerto Rico. But! I reckon what I'cn do is probe fer a bit more information, so at least the rest've the Congress can see what's what.
I'd also like 'ta know a lil' bit more about yerself, Mister Vaughn. Junkers come from all walks've life, so what's yer story? If 'ya can provide us with all've that, then maybe we'cn get somewhere. Jus' don't get'cher hopes up - We don't really have too many big assets ourselves, an' we've only got one shipyard.

I guess...its common to ask people about their little "biography" before a deal, so I will of course, comply.
So yeah. Name's Kyle Vaughn, independent Junker born on Rochester. Haven't had many occasions to visit Puerto Rico other than to acquire my "Salvager" class Junker Frigate and start my own path to fortune. And y'know, when life gives you lemons, you squeeze them as much as you can for a nice lemonade. I had a lot of luck in my life so far. Salvager proved very useful until it has been blown to dust right after I have managed to buy a Pilgrim Liner. But you know, nothing is pink in the life of a Junker. I roughly needed an entire year to bring my Liner to its "fabric" performance, not to mention the crew I had to gather. To be honest, I grew attached to my Liner, now it represents my pride, wealth, fortune, and heaven as well for my trusted crew, or more said: a very big family. I have a brother too, annoying little bastard. While I took the brighter, legal way to do money, he has chosen the shadier way until not recently I met him again. So all in all: I am an independent Junker that had luck in his life but also his misfortunes. I roam Sirius in a heavily modified Liner together with my large family and so on. Can't say I am proud of the few decisions I made in life. But I regret nothing.
Now about your questions...
The commander or let us say the "owner" of this Aquilon is Nodoka Hanamura, ex-Administrator of Freeport 11 in Omicron Delta, she and her crew are looking to refit the said carrier. Don't ask me specifics, as all I know is what I am telling you now. She'd rather call for the well known Junker Engineers than any other type, and I don't blame her at all; Junkers are skilled engineers after all. I can assure you that no bad rep' will be drawn to you; she's a Zoner for god's sake.
Her Carrier is well maintained, I can tell, and I am sure that whatever the Congress can add to it will be greatly compensated. Either by myself or by her. Lastly about your questions: Have the drydocks become that used? My-my. Haven't visited Vieques in a few years, but I guess it could hold for one more job, right?

M'kay, so we've got ourselves a former Freeport Administrator lookin'ta have their Aquilon peeked at by our Congressional engineers. That right there's got a mighty hefty weight to it! I reckon that'll be all we need'ta know about Miss Hanamura from yer end, Mister Vaughn. I'll go ahead an' reach out 'ta her personally 'ta get more've the specifics about what's what. I don't know much've nothin' about Omicron Delta, 'sides that it's a real dangerous part've Sirius filled with bloodthirsty folk.
