Ok, I would like an administrator to verify this situation for me, and classify it as OORP or as RP.
Circumstances: Liberty Navy gunboat scans and detects contraband (synthetic marijuana) onboard a transport ship. Transport ship refuses to acknowledge the order to drop the contraband. The Navy Gunboat acknowledges after several warnings. The location in question is directly infront of planet Manhattan.
Now, after the navy gunboat engages, said smuggler decides to flee which is perfectly acceptable. However this smuggler DOCKS on Newark Station, then launches, after being re-engaged, DOCKS on planet manhattan, and hops back to Newark station again, and repeats this to avoid penalty for smuggling in liberty.
Now by technicality roleplay would dictate that the smuggler wouldn't dock for fear of being detained by planetside/stationside law enforcement, as both of these locations are controlled by the liberty government.
Now as my trader is a smuggler, I avoid docking at the location in question if I am caught by law enforcement or the parties that control the area, as technically landing would jeopardize me even more.
So my question is: Was this smuggler OORP, or am I simply mis-informed on how the smuggler ID and RP works?
In my opinion, what he did was in any case foolish and out of bounds of roleplay. However, I do not believe any specific rules say anything about it.
Good form would be to use common sense when smuggling or doing whatever.

Well, I want to avoid any confusion with the OORP rule, and the piloting behavior... The in-game chat was in RP (albeit crummy RP).. it was the actions of the pilot that I found to be in question.
Well, it is not stated in the rules, no, but i would say its simply a bad form of rp, explaiting the game elements of not having an armed crew waiting at the dock site.
The version of disruptable mooring fixtures comes to mind, but it was a complex idea, involving source coding.
My suggestion is to simply ignore those smuglers who give such rp and wait for something better. If i was in your place, if i found it such oorp, it would mean he was captured as soon as he docked...so he is not there and i shouldnt bother to run after him like a fool.
Smugglers always speed-dock with lawful stations/planets if they're caught with the contraband. I suppose its ok if the lawfuls only detected the contraband moments before they docked, because they would've had no time to lock down the docking ring and alert the ground forces (in RP). However, if its a long chase, the lawfuls would've locked down all docking ports available to the smuggler, meaning he couldn't land anywhere (in RP). In this case, the smuggler would be better of to land on a Junker or unlawful base, as they'd still be welcoming to him.
So, I'd say in the situation that you gave, the smuggler would have been highly OoRP to continuously switch between Newark and Manhatten. Don't think its sanctionable though.
Totally lame and against the spirit of RP. No exact rule covers this but the OORP docking rule should be made to cover this behaviour. If a smuggler is caught it should have to flee to an unlawful base and try it's luck later.
Recently, there was a sanction for a similar kind of offense, where a trader was going back and forward througha Jump Hole, in order to evade pirates. It is considered similar to F1'ing, if i am not mistaken.
