My name is Mike Anderson, current Vice Admiral of the 5th Fleet, and I come to you today with a request.
You see, the Fleet's logistical division is currently undertaking construction of a base, and during this they have found themselves in need of resources which one can only acquire from within Kusari. That is why I am here to ask of you a permission for our ships to enter the Kusari space.
These would be limited to "Bison" -class transports and two smaller escorts per each of the transports. The transports will be tagged with the logistics mark, and there is also a chance of one of the R&D vessels joining the effort to bring the needed material to the construction site.
Of course if there is anything else you may need from us, we are ready to provide it. We look forward to your reply and hope we may come to a agreement.

While Liberty Navy's needs for material is perfectly legitimate, I'm afraid Kusari Empire is not at liberty to grant such an unbounded request, given the current political climate observed in Sirius Sector.
However, an exceptional convoy directly involving Kusari State Police and Kusari Naval Forces may be arranged.
Alternatively, it would perhaps be wiser to subcontract these tasks to economical actors specialized in that sort of activities, such as House Liberty or House Kusari shipping companies.

We can understand your reasons for denying, in all honesty we somewhere expected it. However it never hurts to try, yes? And while your offer for a convoy to be organized from your side is appreciated, we will decline it.
The Logistic division of the fleet has contracted a number of traders from other organizations, and so the need for materials from the House of Kusari has been satisfied.
I thank you for your time, and if we find ourselves in need of these resources again, perhaps we can look further into organizing that convoy.
