1. The official factions create in their topic the post "Adding unofficial factions to the composition", and then indicate the form by which a certain faction should file an application and the rules of filing.
2. Some unofficial faction applies in this topic and it is considered by the leader / deputy of the main faction.
3. The leader of the official faction makes a verdict: an unofficial faction or join them, or remains "on its own".
So, now back to the 6th| Fleet. Let's imagine that the leader of this organization submits an application for the transfer of his entire faction to the official one. The leader (at the moment - @Arbs) is considering the application. And now he passes a verdict: the application is accepted, the faction can join the official faction. Thus, the sixth fleet acquires the [LN] tag, [LN] ID, and begins to completely subordinate to the main fleet, but at the same time emphasizes those goals that were created in the faction in advance ("Fight against Gallia, destroy Gallia").
In the game, the name of the ships will also change - at the very beginning of the name there will be a tag of the official faction, then - an unofficial faction tag, and then - the ship's name:

[LN]-6th|-LD-Pacpard
[LN]-6th|LNS-"Justice"
[LN]-6th|LNS-Ferdinand
In fact, it will greatly help the unofficial factions in their development, and in official factions will increase online.
This can also be extended to official factions (5th fleet, for example). In fact, they are part of the official fleet, but at the same time all are also actively fighting against the Nomads and the Infected, as it was written for the purposes of this faction.
The scheme looks something like this:

- the number of "unnecessary" fleets is reduced, as in Liberty, now all the unofficial factions under the same flag, but simply having an inclination for one or another purpose.
- the leader of the official faction in the right to open/close the possibility of joining the unofficial faction in the composition of the officialdom;
- each leader of an official faction can, at his own request, create a topic with the joining of unofficial factions into his composition (similar to the point above, but only here you can create this possibility yourself, and not manage it after creation);
- official factions with the same ID or IFF have the full right to join the main official faction ( example: 5th join [LN] and we have [LN]-5th|LNS-Ohio or [LN]-5th|LNS-Memphis etc. );
- an unofficial faction may voluntarily submit an application for translation to the official level/leave the official faction ( in simple words, no one order you, being the leader of the informal faction (for example - the 3rd fleet), to apply to the [LN] ).
Unofficial factions that have switched to official factions will still have the possibility of their own recruitment/transfer to other factions (from 6th to the [LN]), and also to speak for themselves, and not on behalf of the official faction that controls them.
A number of advantages above make it possible to understand how promising this idea will be. We will kill two birds with one stone: we will increase online from the official factions and reduce the number of unnecessary groups.

At a quick glance, this seems to be exactly what I (and possibly others too) was suggesting to you when the 6th was formed. You refused it rather undiplomatically back then.
It seems that what you propose is already possible, as long as the unofficial and official factions are able to reach an agreement on inner rules.
Unofficial factions are often made because their goals are either different or they want to show their RP is better or they are more useful/active than the standing official group/s. Your suggestion shows your complete misunderstanding of how the official/unofficial groups work in theory as opposed to how they work in practice.

This is what subfaction ideas are. Like, AP Manufacturing being part of Core|. Like Gold Wing being part of [LN]. Like Assassins being part of LH~. And so on.
Simplicity is genius. Overcomplicated ideas that would require a bunch of rule changes, is far from what Disco needs right now.
Like others said, what you propose is just overly complicated form of possibilities which exist already. If players want to make subfaction of official faction and both sides can agree on conditions, they can. Thing is, those who create unofficial factions usually don´t want to for various reasons. The most often one is that they don´t want to have superiors from official faction above them, they want to be their own bosses. Or they have approach to the game which official faction do not share/support. Or they think they can represent the NPC faction better than current official faction. Either way, they are not interested to enter official faction.
Not gona happen, unoficial factions are made exactly becouse that they culdnt find same languige( or they cant stand each other) with already existing oficial factions with same ID.
